26 Years of Uttarakhand: Cultural Identity vs Policy Vacuum
--------------------------------------------------------------
By Dinesh Kukreti
In these 26 years since the formation of Uttarakhand state, a lot of grand rhetoric has surrounded the subject of culture. Effusive praises were sung about cultural elevation to link it with livelihoods. It was proclaimed that we would enrich our folk heritage and propagate it to the ends of the earth so that it could become a strong pillar of our economy. Thinking and speaking this way was not wrong either. We see globally that whichever regions are culturally rich, cultural tourism has flourished there equally well.
However, it is also true that behind this success, the policy and vision of the respective state are invariably reflected in some form or another. In contrast, serious efforts from the state level for cultural elevation have been few and far between in Uttarakhand. We have not even been able to properly establish the infrastructure of our Department of Culture yet, despite claiming to be the torchbearers of Vedic culture.
If we evaluate the past 26 years from a cultural perspective, we find that during this period, we have made no concrete initiatives besides swaying to a handful of songs. The distinct 'cultural identity' we used to passionately advocate for while being a part of Uttar Pradesh is something we have distanced ourselves from within our own home. Thankfully, it is due to those true custodians of folklore who are selflessly and devotedly engaged in preserving our culture. Even in the most adverse circumstances, they did not let our hopes shatter, and they continuously reassure us that a new dawn will surely follow this night.
Culture is the Collective Sum of Society’s Virtues
Broadly speaking, culture is the name given to the collective sum of virtues embedded in the depths of any society. It is culture that reflects in a society's thoughts, actions, cuisine, dialect, dance, music, literature, art, and architecture. The contemporary form of culture is the accumulated outcome of the lifestyles adopted by that society over a long period.
Regrettably, we have completely failed to preserve this invaluable heritage and link it with the modern economy. Now, when our horizons have broadened slightly due to global consciousness, we find ourselves looking away in embarrassment at our own shortcomings.
Origin of the Word 'Sanskriti' from the Root Verb 'Kri'
The word Sanskriti originates from the root verb 'Kri' (meaning 'to do') in the Sanskrit language. Three main words are derived from this root:
  • Prakriti (the natural or raw state)
  • Sanskriti (the refined state)
  • Vikriti (the degraded or distorted state)
When Prakriti—that is, raw material—is refined, it takes the form of Sanskriti, and when that form deteriorates, it becomes Vikriti. In English, the word 'culture' is used, which is derived from the Latin 'cult' or 'cultus', meaning to till, develop, refine, or worship. In short, nurturing and refining an element to such an extent that its final product commands our admiration and respect is called culture. This concept is exactly identical to the Sanskrit word Sanskriti.
The Optimal State of a Value-Driven Society
The fundamental meaning of culture is an optimal or improved state. Man is inherently considered a progressive being who, by using his intellect, constantly improves and advances the natural conditions around him. Every lifestyle, custom, standard of living, code of conduct, new research, and invention that elevates man above bestiality or a primitive state and makes him civilized is a part of civilization and culture.
Civilization denotes man's physical progress, whereas culture indicates progress in his mental and spiritual realms. Man does not find satisfaction merely by improving physical conditions; he does not live by bread alone, for his mind and soul are tied to his body.
Material progress can satisfy the hunger of the body, but not that of the mind and soul. The internal development and refinement that man achieves to satisfy these is, in reality, culture. Religion and philosophy are the outcomes of this very spiritual curiosity of man. In pursuit of beauty, he elevates numerous disciplines such as music, literature, sculpture, painting, and architecture. Simultaneously, he establishes social and political organizations to lead a peaceful life. Thus, every right action (samyak kriti) that signifies progress in the mental and spiritual realms becomes an integral part of culture. This primarily encompasses religion, philosophy, arts and sciences, fine arts, socio-political institutions, and healthy traditions.
Culture Makes Us Human
Culture is intimately interwoven with our lives. It is neither an external object nor an ornament that a person can wear or discard at will. It is not merely a superficial touch of external hues; rather, it is the internal virtue that truly makes us human. Culture is continuously linked to our traditions, beliefs, lifestyle, and spiritual as well as physical facets. It not only gives meaning to life but also teaches us the etiquette of living with dignity. In essence, man is the creator of culture, and culture is what makes a human 'human'.
Awakening the Sense of 'We' Instead of 'I'
A fundamental element of culture is religious belief and its symbolic expression. Culture teaches us to respect our own as well as others' religious and social identities. Along with this, it connects us with contemporary efforts to establish dialogue between inter-religious faiths, often termed 'Cross-Cultural Dialogue'. As the world becomes increasingly connected through technology and globalization, we are becoming more global and living on a broader canvas.
In such a scenario, we cannot rigidly insist that there is only one best way of living and that it is the sole path of truth. The necessity of global co-existence has made the peaceful co-existence of diverse cultures and beliefs imperative. Therefore, rather than committing the mistake of narrow-mindedness, it is better that we thoroughly understand the essence of our own culture while getting to know other cultures. We can engage with and evaluate other cultures only when we become capable of understanding the depth of our own cultural values.
That Which Binds Society is Culture
'Satyam, Shivam, and Sundaram' (Truth, Goodness, and Beauty)—these are the three eternal values inextricably linked with culture. It is culture that brings us closer to the truth through philosophy and religion. It illuminates our lives with beauty through the arts and molds us into sensitive humans capable of perceiving beauty. Culture alone nurtures us with moral values, brings us closer to fellow human beings, and imparts the eternal lesson of love, tolerance, compassion, and peace in society.
This is How Culture Will Permeate Our Lives
Religious Consciousness and Knowledge of Historical Sites
Uttarakhand has been regarded since primordial times as the abode of the entire pantheon of gods and goddesses—including Brahma, Vishnu, and Mahesh—as well as Yakshas, Kinnars, Gandharvas, and sages. The state houses numerous historical and mythological monasteries and temples, including the Chardham, Sapta Badri, and Panch Kedar, each deeply intertwined with the history of a deity or sage. This sacred land is also the birthplace of the Yamuna and all the holy streams of the Ganga. Despite this, the new generation of Uttarakhand itself is hardly aware of the mythological significance of these sites in detail. Yet, this very knowledge would not only drive the holistic development of these places but also provide a robust and scientific foundation to the state’s religious tourism and pilgrimage.
History of Veer Bhads and Tourism Circuits
This land of Veer Bhads (great heroes) boasts a distinct and glorious history of its own. Here, the defenders of the forts—the Garhpatis—are known as Bhads. They command reverence and respect akin to deities in the folk consciousness; in fact, in many regions, these Garhpatis are still worshipped as patron deities (Ishtadev) today. The name of Garhwal as the "Land of Fifty-Two Forts" (Bawan Garhon ka Desh) was also earned because of these great heroes and strategic forts. If a serious policy initiative is taken to link these historical forts into distinct 'tourism circuits', they can shoulder a massive share of the state’s rural economy.
Preservation of Traditional Folk Instruments
Due to a lack of proper preservation and encouragement, many traditional folk instruments of Uttarakhand are now relegated to merely gracing museum displays. Even the Dhol—the most ancient and rich instrument of this land—has gradually slipped into the endangered category. The artisans who play it have either migrated to cities in search of a livelihood or adopted other professions in pursuit of dignity. Had we made timely efforts to preserve these traditional instruments and integrate them into modern festivities, this situation would not have arisen. We must not forget that the Tabla, the mainstay instrument of Indian classical music, also once endured a phase of neglect, but today it serves as a source of livelihood and respect for thousands of artists across the country and the world. Therefore, there is an urgent need to provide academic and commercial patronage to folk instruments in Uttarakhand, which will offer a new lease of life to the emptying hills.
A Global Stage for Folk Music and Dance
As the torchbearers of Vedic-era culture, Uttarakhand’s folk music and dance are as ancient as the history of our civilization itself. However, unlike other states like Punjab or Rajasthan, there have been no policy-driven efforts to secure them recognition on a global scale. This is precisely why the economic condition of our grassroots folk artists remains extremely pathetic even today. If these unique folk songs and dances are given state patronage and international platforms, there is no reason why they cannot become the strongest pillar of the state's economy and cultural tourism.
Branding the 'Barahnaja' Agricultural Culture
The traditional 'Barahnaja' (Twelve Seeds) farming system of the hills has been synonymous with nutrition and self-reliance since ancient times. It not only ensures food security for humans but also guarantees an abundant supply of nutritious fodder for livestock. It comprises not just twelve types of grains, but a total of 20 to 22 varieties of crops packed with diverse colors, textures, flavors, and nutritional values, including pulses, oilseeds, vegetables, spices, and fibrous crops. In reality, this is not just a mixture of crops but the self-reliant Agri-Culture of the hills. The greatest scientific advantage of the Barahnaja system is that even if one crop is destroyed by weather vagaries, the other crops compensate for the loss. If the government promotes this traditional, biodiversity-rich method with 'organic branding', the problems of food crisis and the lack of reverse-migration will never plague the hills. All it requires is strong political will.
Revival of Mythological Trek Routes
We can also unlock new gateways to prosperity by rejuvenating Uttarakhand’s mythological and historical trek routes (traditional pathways) and equipping them with modern amenities. After all, these ancient footpaths have sustained life and trade in the mountains for centuries. The greater the influx of adventure and spiritual tourists from across the nation and the world into the remote villages of Uttarakhand, the faster local homestays and employment opportunities will flourish. Doing this is absolutely vital to strengthening the interrelationship between cultural and economic prosperity.
Preservation and Policy Implementation of the Mother Tongue
Folk languages are the primary and infallible identity of any culture; rich languages like Punjabi, Gujarati, Marathi, Tamil, and Bengali stand as living proof of this. Folk languages not only help us understand the roots of our society but also create a distinct cultural 'branding' for that region globally. Despite this, even 26 years after the formation of the state, we have failed to show seriousness toward preserving the Garhwali, Kumaoni, and Jaunsari languages and incorporating them into primary education. Tragically, in the blind race for modernity, we have alienated our new generation from their own mother tongues. If culture is to be saved, our languages must be saved. Without wasting any more time, this direction demands deeply serious collective introspection and concrete policy execution.
