उत्तराखंड के 131 हिमाच्छादित (स्नो-बाउंड) गांवों और तीन शहरी क्षेत्रों में जनगणना-2027 के तहत 17 अगस्त से डिजिटल स्व-गणना (Self-Enumeration) की प्रक्रिया शुरू हो चुकी है, जो कि 31 अगस्त तक चलेगी। इसके तहत इन दुर्गम क्षेत्रों के निवासी ऑनलाइन पोर्टल के माध्यम से खुद ही अपना विवरण दर्ज कर रहे हैं। इसके बाद एक सितंबर से 30 सितंबर तक प्रगणक (Enumerators) घर-घर जाकर इस डेटा का सत्यापन करेंगे। यह ऐसा मौका है, जब आप अपनी मातृभाषा गढ़वाली, कुमाऊंनी व जौनसारी को उचित सम्मान दिला सकते हैं। इसके लिए आपको सिर्फ गणना प्रपत्र के मातृभाषा वाले कॉलम में अपनी दुधबोली यानी गढ़वाली, कुमाऊंनी व जौनसारी को दर्ज करना है। यदि आप मातृभाषा के प्रति जरा भी अनुराग रखते हैं तो मुझे उम्मीद है कि ऐसा ही करेंगे।

फिलहाल यह स्व-गणना प्रदेश के चार प्रमुख सीमांत एवं उच्च हिमालयी जिलों उत्तरकाशी, पिथौरागढ़, चमोली व रुद्रप्रयाग में की जा रही है, जो लगभग 52,000 की आबादी को कवर करेगी। उत्तरकाशी में सबसे अधिक 69 हिमाच्छादित गांव और एक नगर पंचायत ( गंगोत्री), पिथौरागढ़ में 35 हिमाच्छादित गांव (मुख्य रूप से मुनस्यारी और धारचूला क्षेत्र), चमोली में 23 से 25 हिमाच्छादित राजस्व गांव (जैसे माणा, नीती, मलारी आदि) और एक नगर पंचायत ( बदरीनाथ) और रुद्रप्रयाग में चार हिमाच्छादित गांव और एक नगर पंचायत ( केदारनाथ) शामिल है। देश के बाकी हिस्सों में मुख्य जनसंख्या गणना (Population Enumeration) की प्रक्रिया अगले वर्ष नौ फरवरी से शुरू होकर 28 फरवरी तक चलेगी। इसके बाद एक से पांच मार्च तक छूटे हुए लोगों के लिए रिवीजन राउंड (जांच प्रक्रिया) चलाया जाएगा।

जनगणना-2027 के जनसंख्या गणना (Population Enumeration) चरण के लिए सरकार की ओर से जारी 40 प्रश्नों की सूची में भाषा और मातृभाषा से जुड़े महत्वपूर्ण सवाल शामिल हैं। इसके तहत प्रत्येक नागरिक से भाषा को लेकर मुख्य रूप से दो स्तरों (मातृभाषा और दूसरी अन्य भाषाएं) पर जानकारी मांगी जाएगी।

मातृभाषा (Mother Tongue): वह भाषा या स्थानीय बोली जो व्यक्ति बचपन से घर में बोलता आ रहा है।

अन्य भाषाएं (Other Known Languages): मातृभाषा के अलावा व्यक्ति अन्य कौन-सी दो भाषाएं या बोलियां बोल या समझ सकता है, उनकी प्रविष्टि की जा रही है।

कहने का मतलब जनगणना प्रपत्र में स्थानीय बोलियों यानी गढ़वाली, कुमाऊंनी, जौनसारी या अन्य सीमांत बोलियों को 'मातृभाषा' या 'अन्य भाषा' वाले कॉलम में दर्ज कराने का विकल्प है। इससे जहां भाषाई विविधता का संरक्षण होगा, वहीं भाषाओं को लेकर नीतियां तक करने में भी मदद मिलेगी। मसलन देश में किस क्षेत्र में कौन-सी बोली या उप-बोली विलुप्त होने के कगार पर है या कितनी आबादी द्वारा बोली जा रही है, इसका सटीक डेटा मिल सकेगा। साथ ही स्थानीय बोलियों और भाषाओं के आधार पर प्राथमिक शिक्षा (Primary Education) और स्थानीय स्तर पर सरकारी योजनाओं के प्रचार-प्रसार की नीतियां भी तय की जा सकेंगी। इसलिए आप सबसे विनम्र निवेदन है कि जनगणना प्रपत्र के मातृभाषा वाले कॉलम में याद करके गढ़वाली, कुमाऊंनी, जाैनसारी या अन्य सीमांत बोलियां दर्ज करें। लोकसंस्कृति के संरक्षण की यही प्रथम सीढ़ी है।

ऐसे करें ऑनलाइन स्व-गणना

हिमाच्छादित गांवों के लोग स्व-गणना पोर्टल https://se-snowbound.census.gov.in के माध्यम से ऑनलाइन स्व-गणना कर सकते हैं। इसके लिए पोर्टल पर जाकर लगभग 40 आसान प्रश्नों की जानकारी स्वयं दर्ज करनी होगी। स्व-गणना की प्रक्रिया पूरी होने के बाद प्राप्त कोड नंबर को सुरक्षित रखना आवश्यक है। एक सितंबर से 30 सितंबर के बीच जब प्रगणक घर-घर पहुंचेंगे, तब यह कोड नंबर प्रगणक को उपलब्ध कराया जा सकता है, जिससे जनगणना प्रक्रिया को सुगम एवं त्वरित रूप से पूर्ण करने में मदद मिलेगी।

विदित हो कि जनगणना-2027 के प्रथम चरण में स्व-गणना पोर्टल के माध्यम से मकान सूचीकरण एवं मकानों की स्व-गणना की प्रक्रिया 10 अप्रैल से 24 अप्रैल के बीच पूरी की जा चुकी है। इसके बाद 25 अप्रैल से 24 मई तक प्रगणकों ने हाउस लिस्टिंग का कार्य किया था।

Under Census-2027, the process of Digital Self-Enumeration has already begun from August 17 in 131 snow-bound villages and three urban areas of Uttarakhand. It will continue until August 31. Residents of these remote areas are entering their details themselves through the online portal. Subsequently, from September 1 to September 30, enumerators will visit households to verify the data.

This is an opportunity for you to ensure that your mother tongues—Garhwali, Kumaoni, and Jaunsari—receive due recognition and respect. All you need to do is enter your own mother tongue, or dudhbolee (the language spoken at home), such as Garhwali, Kumaoni, or Jaunsari, in the mother-tongue column of the census form. If you have even the slightest affection for your mother tongue, I hope you will do exactly that.

At present, this self-enumeration exercise is being conducted in four major border and high-Himalayan districts of the state—Uttarkashi, Pithoragarh, Chamoli, and Rudraprayag—and will cover a population of approximately 52,000.

Uttarkashi has the largest number, with 69 snow-bound villages and one Nagar Panchayat (Gangotri). Pithoragarh has 35 snow-bound villages, mainly in the Munsiyari and Dharchula areas. Chamoli has 23 to 25 snow-bound revenue villages, including Mana, Niti, and Malari, along with one Nagar Panchayat (Badrinath). Rudraprayag has four snow-bound villages and one Nagar Panchayat (Kedarnath).

In the rest of the country, the Population Enumeration process will begin next year on February 9 and continue until February 28. A Revision Round will then be conducted from March 1 to March 5 for people who may have been missed.

40 Questions to Be Answered, Including Important Questions on Mother Tongue

For the Population Enumeration phase of Census-2027, the government has issued a list of 40 questions, including important questions related to language and mother tongue. Every citizen will primarily be asked for information at two levels: mother tongue and other languages known.

Mother Tongue: The language or local dialect that a person has been speaking at home since childhood.

Other Known Languages: Apart from their mother tongue, respondents will be asked to provide information about up to two other languages or dialects that they can speak or understand.

In other words, the census form provides an option to record local dialects such as Garhwali, Kumaoni, Jaunsari, or other border-region dialects under the “Mother Tongue” or “Other Language” columns.

This will not only help preserve linguistic diversity but will also assist in formulating language-related policies. For instance, accurate data can be obtained on which dialects or sub-dialects in different parts of the country are on the verge of extinction and how many people speak them.

Such data can also help shape policies related to primary education and the dissemination of government schemes at the local level based on local languages and dialects.

Therefore, I humbly request you to remember to enter Garhwali, Kumaoni, Jaunsari, or other border-region dialects in the mother-tongue column of the census form, as applicable. This is the first step toward preserving our folk culture.

How to Complete Online Self-Enumeration

Residents of snow-bound villages can complete their self-enumeration online through the Self-Enumeration Portal: https://se-snowbound.census.gov.in After visiting the portal, they need to enter information themselves in response to approximately 40 simple questions. Once the self-enumeration process is completed, it is important to keep the code number received safely.

When enumerators visit households between September 1 and September 30, the code number can be provided to them. This will help make the census process smoother and quicker.

It may be noted that, during the first phase of Census-2027, the process of House Listing and self-enumeration of houses through the Self-Enumeration Portal was completed between April 10 and April 24. Subsequently, from April 25 to May 24, enumerators carried out the house-listing exercise.
