इंसान की शक्ल देखने को तरस जाएगा पहाड़

उत्तराखंड के पर्वतीय जिलों में एक के बाद एक गांव जिस तरह मानवविहीन होते जा रहे हैं, उससे तय मानिए कि एक दिन पहाड़ इंसान की शक्ल देखने को भी तरस जाएगा। इस त्रासदी के लिए शासन व्यवस्था तो जिम्मेदार है ही, जंगली जानवर भी इसकी बड़ी वजह बनते जा रहे हैं। खासकर बाघ-गुलदार व भालुओं ने तो पहाड़वासियों का जीना ही दूभर कर दिया है। बाघ-गुलदार के किसी न किसी व्यक्ति पर झपट्टा मारने की खबरें तो आए दिन आती रहती हैं। हफ्ते में एक या दो व्यक्तियों का बाघ-गुलदार का निवाला बन जाना भी अब सामान्य बात हो गई है। इस अक्टूबर में ही बाघ दो और गुलदार चार व्यक्तियों को निवाला बना चुका है। पौड़ी जिले में कार्बेट टाइगर रिजर्व से लगे नैनीडांडा ब्लाक के दो दर्जन गांवों में तो अघोषित कर्फ्यू की-सी स्थिति है। शाम चार बजे के बाद लोग घरों में कैद होकर रह जाते हैं। इन गांवों के बच्चे स्कूल जाने तक का साहस नहीं जुटा पा रहे।

बाघ-गुलदार के अलावा बंदर, सुअर आदि जानवर भी पहाड़ की तबाही के लिए कम जिम्मेदार नहीं हैं। लेकिन, पहाड़वासियों की सुनने वाला कोई नहीं। सरकार, वन एवं पर्यावरण मंत्रालय और पर्यावरणवादियों को पहाड़ में जंगली जानवरों का जमघट चाहिए। आप इन जानवरों पर खरोंच तक नहीं लगा सकते। ऐसा किया तो धर लिए जाओगे। वन विभाग जुर्माना ठोेक देगा, पुलिस गिरफ्तार कर देगी और अदालत जेल भेज देगी। लेकिन, बाघ-गुलदार किसी व्यक्ति को निवाला बना दे तो किसी को कोई फर्क नहीं पड़ने वाला। पांच लाख का मुआवजा देकर पीड़ित परिवार का मुंह बंद करा दिया जाएगा। इसके अलावा और कुछ नहीं होने वाला।
वैसे तो पहाड़ हमेशा से ही भेदभाव का शिकार रहा है, वह चाहे शिक्षा के मामले में हो या सड़क के। पहाड़ के स्कूलों में शिक्षक न होना कोई बड़ी बात नहीं है। जिन स्कूलों में शिक्षक हैं भी, वो पहाड़ में रहना पसंद नहीं करते। बल्कि, मैदानी क्षेत्र से सुबह ट्रैकर के जरिये स्कूल पहुंचते हैं और शाम को वापस लौट आते हैं। स्कूल भवनों का तो कहना ही क्या। कई जगह दो-दो कमरों के भवन में इंटर कालेज तक चल रहे हैं। इन स्कूलों में तैनात शिक्षक भी जोड़-जंक से अपना तबादला मैदानी क्षेत्र के स्कूलों में करा लेते हैं। समझा जा सकता है कि इन स्कूलों में कैसा भविष्य तैयार हो रहा है।
स्वास्थ्य व्यवस्था का तो और भी बुरा हाल है। शहर वालों के लिए मेडिकल कालेज, जिला चिकित्सालय, बेस चिकित्सालय व संयुक्त चिकित्सालय हैं और ग्रामीणों के लिए प्राथमिक स्वास्थ्य केंद्र। बुखार व पेट दर्द होने पर भी ग्रामीणों को दवा के लिए 50 से सौ किमी तक की दौड़ लगानी पड़ती है। गांवों के आसपास जो अस्पताल हैं भी, उनमें न तो डाक्टर हैं, न फार्मेसिस्ट व अन्य स्टाफ ही। दवाइयों का भी घोर अभाव है। आपरेशन आदि के बारे में तो सोचना भी गुनाह है। अफसरों से लेकर विधायक, सांसद, मंत्री व मुख्यमंत्री तक का इससे कोई लेना-देना नहीं। देहरादून में बैठकर उनके तो स्वार्थ सिद्ध हो ही रहे हैं।
जनप्रतिनिधियों को वैसे भी ग्रामीणों (जो 18 साल से अधिक उम्र के हैं) की जरूरत सिर्फ वोट के लिए पड़ती है और इसके लिए उनके पास तमाम मुद्दे हैं। मंदिर-मस्जिद, हिंदू-मुसलमान, बामण-ठाकुर, सेना, पाकिस्तान, गो, गंगा, श्मशान-कब्रिस्तान, मज़ार आदि मुद्दों पर जब चुनाव जीता जा सकता है तो रोजी-कपड़ा-मकान की बात कौन मूर्ख उठाएगा और क्यों उठाएगा। फिर वोट तो कंबल, साड़ी, हजार-पांच सौ रुपये और दारु के पव्वे में भी आसानी से मिल जाते हैं, इसके लिए शिक्षा-स्वास्थ्य की बात करने की क्या जरूरत। इसके अलावा बिजली, पानी, सिंचाई, सड़क व संचार के मामले में भी पहाड़ की हमेशा उपेक्षा ही हुई है। फिर भी लोग पहाड़ में रह रहे थे, लेकिन जंगली जानवरों के आतंक ने तो पहाड़ की तस्वीर ही बदल डाली है।
ऐसा कौन होगा, जो बाघ-गुलदार-भालू को अपनों की बलि देना चाहेगा। इसलिए वह पहाड़ छोड़ने में ही भलाई समझ रहा है। पहाड़ में रहने को वही विवश है, जिसके पास अन्य कोई विकल्प नहीं। मुफ़लिसी के चलते वह कहीं बाहर भी नहीं जा सकता। ...और अब तो पहाड़ में जीवन गुजारना भी उसके लिए मुश्किल होता जा रहा है। ख़ौफ़ के साये में उसके दिन गुजर रहे हैं। मौत कब, किस पेड़ के पीछे या किस झाड़ी में से झपट्टा मार दे, कहा नहीं जा सकता। लोग खेती-किसानी और पशुपालन से भी इसीलिए विमुख हो रहे हैं। लेकिन, सरकार व पर्यावरणवादियों को इसका कोई मलाल नहीं। उनकी बला से। टाइगर प्रोजेक्ट के बजट में कोई कमी नहीं आनी चाहिए, बस!
देखा जाए तो उत्तराखंड अब अमीरों की सैर-सपाटे की जगह बनकर रह गया है। उन्हें यहां जंगल चाहिएं, जानवर चाहिएं और इस सबसे बढ़कर प्राकृतिक वातावरण चाहिए। इसके लिए पार्कों का क्षेत्रफल बढ़ाया जा रहा है। फॉरेस्ट एरिया में पक्की सड़कें नही बनने दी जा रहीं। बिजली, पानी और संचार सुविधा से भी फॉरेस्ट एरिया के आसपास रहने वाली आबादी को महरूम रखा गया है। कहने का मतलब यहां रहने वाले लोगों की नियति सिर्फ बाघ-गुलदार का आहार बनना है। सबसे बड़ा दुर्भाग्य यह है कि लोगों की लड़ने की ताकत भी अब खत्म हो चुकी है। ऐसा ही होना भी है, क्योंकि उनके हक में खड़ा होने वाला कोई जो नहीं है।

There is a situation of undeclared curfew in two dozen villages of Nainidanda block adjacent to Corbett Tiger Reserve in Pauri district. After 4 pm, people remain confined to their homes. The children of these villages are not able to muster the courage to even go to school.
Apart from tigers and leopards, animals like monkeys, pigs etc. are also no less responsible for the destruction of the mountains. But, no one listens to the mountain people. The government, the Ministry of Forest and Environment and environmentalists want the abundance of wild animals in the mountains. You can't even scratch these animals. If you do this you will be arrested. The forest department will impose fine, the police will arrest and the court will send him to jail. But, if a tiger-guldar turns a person into a morsel, no one will care. The victim's family will be silenced by giving a compensation of Rs 5 lakh. Apart from this nothing else is going to happen.
Although the hills have always been a victim of discrimination, be it in the matter of education or roads. Not having teachers in mountain schools is not a big deal. Even in schools where there are teachers, they do not like to live in the mountains. Rather, they reach school from the plains in the morning via tracker and return in the evening. What to say about school buildings. At many places, even inter colleges are running in two-room buildings. The teachers posted in these schools also get themselves transferred to the schools in the plains. It can be understood what kind of future is being prepared in these schools.
The condition of the health system is even worse. There are medical colleges, district hospitals, base hospitals and joint hospitals for the city residents and for the villagers.
Primary Health Center for. Even in case of fever and stomach ache, villagers have to run 50 to 100 kilometers to get medicine. Even in the hospitals around the villages, there are neither doctors, pharmacists nor other staff. There is also a severe shortage of medicines. Even thinking about operation etc. is a crime. From officers to MLAs, MPs, Ministers and Chief Ministers have nothing to do with it. By sitting in Dehradun, their self-interests are being fulfilled.
In any case, public representatives need villagers (who are above 18 years of age) only for votes and for this they have many issues. When elections can be won on the issues of temple-mosque, Hindu-Muslim, Baman-Thakur, army, Pakistan, cow, Ganga, crematorium-cemetery, tomb etc. then which fool would raise the issue of livelihood-clothes-house and why. Then votes can be easily obtained through blankets, sarees, Rs 1000-500 and liquor, so there is no need to talk about education and health for this. Apart from this, the mountains have always been neglected in matters of electricity, water, irrigation, roads and communication. Still people were living in the mountains, but the terror of wild animals has changed the picture of the mountains.
Who would want to sacrifice their loved ones to a tiger, leopard or bear? That's why he thinks it best to leave the mountain. Only those who have no other option are forced to live in the mountains. Due to poverty he cannot go out anywhere. ...And now even living life in the mountains is becoming difficult for him. His days are passing under the shadow of fear. It cannot be predicted when, behind which tree or from which bush death will pounce. This is why people are turning away from farming and animal husbandry. But, the government and environmentalists have no qualms about this. By their power. There should be no reduction in the budget of the Tiger Project, that's all!
If we look closely, Uttarakhand has now become a picnic spot for the rich. They want forests here, animals and above all they want the natural environment. For this the area of parks is being increased. Paved roads are not being allowed to be built in the forest area. The population living around the forest area has also been deprived of electricity, water and communication facilities. That is to say, the destiny of the people living here is to become only food for tigers and leopards. The biggest misfortune is that people's fighting power has also ended. This is what has to happen, because there is no one to stand up for them.
