The generation that speaks fluent Garhwali-Kumaoni is disappearing
----------------------------------------------------------
Dinesh Kukreti
I have a passion for every language and dialect in the world. I know that the extinction of any language has multifaceted consequences. The history, cultural heritage, and entire traditional knowledge system of the community that speaks that language are lost. Thousands of years of traditional knowledge are completely destroyed in just two or four generations. Unfortunately, the Garhwali-Kumaoni languages are also on the same path. They are becoming increasingly weak, emaciated, and abandoned. According to one estimate, three-quarters of the Garhwali-Kumaoni vocabulary has become obsolete. Even if the new generation speaks, they often cannot pronounce the typical words correctly, distorting them to suit their taste. The older generation that speaks fluent Garhwali-Kumaoni will be gone in the next decade or two. If this situation continues, you can imagine the future in a few more decades.

At this rate, Garhwali-Kumaoni will become extinct by the end of the century.
--------------------------------------------------------------
According to the UNESCO report "Atlas of World Languages in Danger," there are currently two dozen dominant languages in the world, spoken by half the world's population. Another half speaks seven thousand languages, half of which will become extinct by the end of the century. Garhwali-Kumaoni is one of these. The UNESCO report categorizes Garhwali-Kumaoni as a "vulnerable" language, facing rapid extinction. The biggest reason for this is rapid migration. In fact, more than 2.5 million Garhwali migrants from Uttarakhand now live in various metropolitan cities and nearby cities across the country. Over time, people in the mountains have also begun speaking Hindi more frequently. The new generation is almost avoiding speaking Garhwali-Kumaoni. Meanwhile, in developed regions, people consider speaking Garhwali-Kumaoni a symbol of inferiority. As a result, the younger generation is increasingly distanced from its roots.  Worse still, no active efforts are being made by the people or leaders to preserve the Garhwali-Kumaoni languages. Otherwise, these languages would have been included in the Eighth Schedule by now.

When and how many languages were included in the Eighth Schedule?
-------------------------------------------------------------
114 languages and 216 mother tongues are spoken in India. Of these, 22 languages have been included in the Eighth Schedule of the Constitution. These languages are Assamese, Oriya, Urdu, Kannada, Kashmiri, Konkani, Gujarati, Dogri, Tamil, Telugu, Nepali, Punjabi, Bengali, Bodo, Manipuri, Marathi, Malayalam, Maithili, Santhali, Sanskrit, Sindhi, and Hindi. Of these, Assamese, Bengali, Gujarati, Hindi, Kannada, Kashmiri, Malayalam, Marathi, Oriya, Punjabi, Sanskrit, Tamil, Telugu, and Urdu were included in the Eighth Schedule of the Constitution in 1950, Sindhi in 1967, Konkani, Manipuri, and Nepali in 1992, and Bodo, Dogri, Maithili, and Santhali in 2003.

Classification of Languages
-----------------------------------------
  1. Of the 20 languages of the Indo-Aryan family, or Indo-European family, 15 are included in the Eighth Schedule.
  2. Of the 17 languages of the Dravidian family, four are included in the Eighth Schedule.
  3. Of the 14 languages of the Austro-Asiatic family, only Santhali is included in the Eighth Schedule.
  4. Of the 14 languages of the Tibeto-Burman family, two, Manipuri and Bodo, are included in the Eighth Schedule.

The script for these languages is Devanagari.
--------------------------------------------
Sanskrit, Hindi, Marathi, Konkani, Nepali, Dogri, Maithili, Bodo, and Santhali. More than 50 percent of the country's population uses the Nagari script. The Garhwali-Kumaoni languages, whose script is Devanagari, belong to the Indo-Aryan family of languages.

No Separate Criteria
---------------------------
Currently, the government has pending requests for inclusion in the Eighth Schedule for 36 languages. The Constitution does not prescribe any specific criteria for inclusion of any language in the Eighth Schedule.

Qualifying a Language Paper
--------------------------------------
As recommended by the Chief Ministers' Conference of 1961, the medium of instruction up to secondary school should be one of the languages included in the Eighth Schedule. Candidates for the UPSC Civil Services Examination must qualify a question paper in one of the languages included in the Eighth Schedule. They have the option to take a literature paper in one of the languages included in the Schedule. They are also given the option to answer questions in English or one of the languages included in the Eighth Schedule. The medium chosen in the written examination is the same as the medium chosen for the interview.

Five Languages Spoken in Uttarakhand
-------------------------------------------------
The languages spoken in Uttarakhand are Garhwali, Kumaoni, Jaunsari, Punjabi (Gurmukhi), and Urdu.  Among these, Gurmukhi and Urdu have been included in the Eighth Schedule years ago.

Mandatory entry of your mother tongue in the language column of the Census Circular
---------------------------------------------------------------------
Preparations have begun for the 16th Census of India, which will be conducted in two phases on October 1, 2026, and March 1, 2027. In snow-covered and remote areas, such as Jammu and Kashmir, Ladakh, Himachal Pradesh, and Uttarakhand, the census will begin on October 1, 2026, while the reference date for the rest of the country is March 1, 2027. This time, the census will also include a caste census and will be conducted entirely digitally. During this time, you have a golden opportunity to register your mother tongue (Garhwali, Kumaoni, or Jaunsari) in the language column of the Census Circular. Therefore, we humbly request you to mandatorily mention your mother tongue in the language column so that we can fully present our claim for inclusion of these languages in the Eighth Schedule of the Constitution based on their speaker numbers.  Remember, this opportunity comes once every 10 years. So, if you miss it this time, it will be too late and you will be left with no option but to rub your hands.

Uttarakhand is home to numerous notable figures who contributed wholeheartedly to the nation's independence, yet only a handful of people know about them. ...and that too, perhaps only partially. One of them is Captain Ram Singh Thakur, a soldier and musician of the Azad Hind Fauj. Ram Singh is the person who composed the tune of our national anthem, "Jana Gana Mana." But there is no one to tell this to the new generation. In such a situation, our responsibility as true well-wishers of Uttarakhand increases exponentially. We know that those who do not remember and respect their history are destined for nothing. So, along with accepting this gift from us, please help pass it on to future generations. Thank you!

A son of Uttarakhand composed the tune of our national anthem, "Jana Gana Mana."
------------------------------------
Dinesh Kukreti
Captain Ram Singh Thakur (Thakur), a soldier and musician in the Azad Hind Fauj, composed the tune of our national anthem, "Jana Gana Mana." He was originally from Munakot village in Pithoragarh district. His grandfather, Jamni Chand, moved with his family to Khaniyara village in Dharamshala, Himachal Pradesh, in 1890. He was born there on August 15, 1914. His father, Havaldar Dilip Singh, inspired Ram Singh to join the army from a young age. So, after completing his middle school, he joined the boys' band of the Second Gorkha Rifles as a recruit in 1928.  He was 14 years old then.

After joining the army, Ram Singh became a Company Major Havildar in 1941. During World War II, on August 23, 1941, he was ordered with his unit from Bombay (Mumbai) to Malaya-Singapore to confront the Japanese army. In December 1941, the Japanese army launched a massive attack on Malaya-Singapore and then Thailand. Due to a severe shortage of war material, ammunition, and food, the British army was forced to retreat in February 1942. Malaya, Singapore, and Thailand were now under Japanese control. During this war, the Japanese army captured approximately 55,000 Indian soldiers fighting on behalf of the British. Ram Singh was one of them. Ram Singh, who had been able to extract music from animal horns as a child, was very popular among the prisoners of war due to his musical talent.

Ram Singh joined the INA and became a band captain.
-------------------------------------------------
On December 1, 1942, the Azad Hind Fauj was formed under the guidance of Netaji Subhash Chandra Bose. Of the 55,000 soldiers captured by the Japanese Army, 12,000 volunteered, including Ram Singh. Although he initially refused to join the INA, when he learned that these soldiers were being inducted on the condition of fighting against the British, he readily agreed. He was already proficient in music, so he was made a captain in the INA band. When Azad Hind Radio was established, he became the music director at the Singapore and Rangoon radio stations.

Inspired to learn music from his maternal grandfather
-------------------------------------------------
Ram Singh had a deep passion for music since childhood, but his inspiration to learn classical music came from his maternal grandfather, Nathu Chand Thakur. Later, he received training in brass band, string band, and dance band from the British, N.S. Houston and David.  He was inspired to play the violin by British Captain Denis Lillie Rose, and he saved money from his salary to buy one. At that time, he received a monthly salary of one rupee and eight annas, or one and a half rupees.

Netaji presented his violin
-----------------------------------
When Netaji arrived in Singapore on July 3, 1943, Ram Singh composed a song to welcome him. "Subhashji, Subhashji, the life of Hind has come, Hind is proud of him, the pride of Hind has come." Ram Singh won Netaji's heart in their very first meeting, and he received the reward in the form of Netaji's violin. Netaji gifted him this violin on October 21, 1943, and he always kept it with him. He was also entrusted with the responsibility of composing courageous and energetic songs and music for the Azad Hind Fauj. This is where his journey of music and military service, along with his music, began.  He composed the tunes for hundreds of powerful songs like "Kadam Kadam Badhaye Ja, Khushi Ke Geet Gaye Ja." In 1945, he was arrested by the British Army in Rangoon. He was released in Multan on April 11, 1946.

This is how Captain Ram Singh was released

Captain Ram Singh Thakur was tried on serious charges including armed rebellion and inciting INA soldiers and the general public against the British government through music. This charge likely would have led to his hanging. However, fortunately, the British government lost the case against General Shah Nawaz, Colonel Dhillon, and Colonel Sehgal. It was forced to release Captain Ram Singh Thakur along with all the prisoners of war of the Azad Hind Fauj.

This is how the tune of 'Jana Gana Mana' was created
------------------------------------------------
On June 20, 1948, he won over Mahatma Gandhi by singing the song 'Shubh Sukh Chain Ki Barkha Barse' before him at Balmiki Bhavan. On August 15, 1947, the INA orchestra, led by Ram Singh, played the tune of 'Shubh Sukh Chain Ki Barkha Barse' at the Red Fort. This song was a Hindi translation of Gurudev Rabindranath Tagore's song 'Bharato Bhagyo Bidhata'. Netaji entrusted the translation to Mumtaz Hussain and INA Colonel Abid Hasan. They translated this composition into Hindi as 'Shubh Sukh Chain Ki Barkha Barse', composed by Captain Ram Singh Thakur. This song also became the national anthem of the Azad Hind Fauj. Its tune was later used as the tune of 'Jana Gana Mana'. This is how the tune of our national anthem was created.

Received the honorary title of "Musician of the PAC for Life"
-------------------------------------------------
In August 1948, at the request of then Prime Minister Pandit Jawaharlal Nehru, he was posted as a Sub-Inspector in the Uttar Pradesh PAC and became the Band Master of the PAC in Lucknow. On June 30, 1974, he retired as a DSP after 26 years of service in the PAC Band. He was given the honorary title of "Musician of the PAC for Life." This great musician passed away on April 15, 2002.

When I die, may Netaji's violin be in my hands.
---------------------------------------------
Captain Ram Singh lived in Lucknow's PAC colony until the last days of his life. Passing by Wireless Square in the morning and evening, his poignant violin melodies were often heard. He also composed many Pahari tunes, prominent among them being "Nainitala-Nainitala Ghummi Aayo Rela." He held the violin gifted to him by Netaji dearly. He used to say, "I have lived long enough, now my only wish is that when I die, this violin be in my hands." Captain Ram Singh, who was awarded numerous honors, used to say, "Another medal pales on a chest that bears a medal from Netaji's own hands."

Premkali was his life partner
--------------------------------------
Captain Ram Singh Thakur married Premkali, daughter of Subedar Major Shamsher Singh, in 1939.  Premkali gave birth to three sons, Prakash, Ramesh and Uday Shankar.

The entire Himalayas dance to the tune of Chanchri.
------------------------------------------------------
Dinesh Kukreti
When rhythmic notes burst forth from the throats of the people, they became folk songs. Songs that cannot be confined within the confines of classical texts. They are like mountain rivers, adapting to the terrain they encounter. When dance is combined with them, they become dance songs. One such popular dance song of the Uttarakhand Himalayas is 'Chanchri' or 'Chanchri', which exists in some form or another from Arunachal Pradesh to Ladakh.  "Chanchadi" means a dance performed with rhythmic song, which exudes joy on every occasion. The experience of joy itself is its uniqueness, its greatness.

Every form of nature is divine in Uttarakhandi folk
-------------------------------------------------
Chanchadi's form is pan-Himalayan. This dance leads the folk culture that considers every form of nature divine. It depicts Dhar (hill with slopes on both sides), Khal (flat area on the top of the hill), Dandi-Kanthi (high and low peaks), Gad-Gadere (perennial and rainy streams), forests, fields and barns, Paun-Panchi (various types of birds), Jeev Naman (all living creatures), that is, human instincts with everything, even Aanchari (fairy), Aadi (folk deity), forest goddesses and gods, have found expression in these songs. This is the uniqueness of the Chanchadi dance song.
Chanchdi songs symbolize the cyclical nature of life
-------------------------------------------------
In the Chanchdi dance, men and women, dressed in traditional attire, hold hands and form a circle, singing and dancing to the melodious beats of folk instruments. These songs encompass themes such as praise of God, folk tradition, sociality, love of nature, romance, longing, contemporary sentiments, humor, and satire. Thus, the Chanchdi dance symbolizes community unity, love of nature, and the cyclical nature of life.

The pace of the dance slows as the altitude increases
--------------------------------------------------
Chanchdi dance songs reflect themes ranging from faith and belief to love, romance, circumstances, women's suffering, self-memories, nature, the environment, and military life. While the colors of these dances and songs vary across Garhwal, Kumaon, and Jaunsar, each embodies a common emotion: joy.  In this free-style dance, the participants hold hands while forming a circle, but its speed slows down as the altitude increases, in keeping with the mountainous geography.

The name may have changed according to nature and circumstances, but the meaning hasn't
----------------------------------------------------
In different parts of Uttarakhand, depending on the nature and circumstances, Chanchari is known by names like Chanchari, Jhumailo, Dankudi, Thadiya, Jhora, Hathjodi, Nyolya, Khel, Thulkhel, Bhavaini, Bhvin, Rasoun, Tandi, Chhapeli, Harul, Naati, and Jhenta. Despite this, the important thing is that in every region, there is a tradition of singing songs along with dance. It is noteworthy that these songs were not composed by any lyricist, but rather, the melodies uttered by Ghasiyars (women out cutting grass), Gwer Chhwars (young men herding cows and goats), Dana-Sayaans (old and elderly), daughters married far away, etc., which over time became folk songs.

Chanchari originated from a group
----------------------------------
Chanchchari is a dance performed at traditional fairs, rituals, divine functions, and auspicious occasions like Navratri. These dance songs often depict themes of religious worship, love for nature, and folk life. Significantly, Chanchari dance is impossible without the participation of women. Four people cannot compose a song together, but this is not the case with Chanchari. It originated from a group and remained part of the group. The characteristic of folk is that it flows spontaneously from within and then becomes integrated into the folk.

Folk Literature is the Fifth Veda
-------------------------------
Folk literature is considered to be the carrier of folk and Vedic culture, and hence it is called the Fifth Veda. Although folk literature is a relatively new genre, folk songs originated generations ago. Notably, the 'take' plays a significant role in Chanchari songs.  The "take" may have no meaning, but without it the song becomes meaningless. The "take" adds beauty to folk songs.

Unique examples of vitality
If there is any vitality in society, it is found in folk songs. Folk is a unique ocean that absorbs many rivers and then gives birth to many more. Folk never dies; rather, it will remain alive as long as the last human being lives on earth.

It is undoubtedly good news that Chenap (Chinap) Valley of Flowers, located in the area bordering China in Joshimath (Jyotirmath) development block in Chamoli district, has been declared Trek of the Year-2025 by the Uttarakhand Tourism Department. This has raised the hope of Chenap Valley getting recognition in the country and the world. This is no less than an achievement for me too.

Come! Let's introduce the world to this unknown heritage of flowers
---------------------------------------------------------------------------------------------------------------Dinesh Kukreti
Apart from the World Heritage Valley of Flowers, there is another Valley of Flowers in the border Chamoli district of Uttarakhand.  This paradise of flowers spread over an area of five square km near Sona Peak at an altitude of 13 thousand feet above sea level, 28 km away from the block headquarters Joshimath, is known as 'Chenap (Chinap) Valley'. This valley is located right in front of the world famous snow sports site Auli and in the foothills of the snow-clad peaks of the Himalayas between Urgam, Thang and Khiron Valley. More than 315 species of rare Himalayan flowers bloom here from June to October, despite this, leave alone the country, this valley is not even mentioned on the tourism map of Uttarakhand.

Nature has created flower beds
---------------------------------------
The biggest attraction of Chenab valley is the naturally formed one to one and a half mile long ridges and beds. Looking at the beds of Dev Flower Brahmakamal, it seems as if a skilled artist has decorated them neatly. These beds are called 'Phulana'. According to the legend among the local people, Aanchhari (fairy) cultivates flowers here. Apart from this, there is also a rich store of rare species of wild animals and medicinal herbs here.

The beauty of the valley shines between July and September
------------------------------------------------
The beauty of Chenab valley remains intact all the year round. But, the beauty of the various types of flowers blooming here between July and September is overwhelming. After September, the flowers start drying up gradually. However, the charm of greenery still remains.

This valley of flowers is a special favourite of tourists from Bengal
----------------------------------
Even though the entire world may not know about Chenap Valley, it is a favourite track of tourists from West Bengal. Despite the lack of facilities, tourists from Bengal visit Chenap Valley in large numbers every year.

Enjoy the thrilling three-day trek
------------------------------
The main route to Chenap Valley passes through Marwari Bridge near Joshimath. This is a three-day trek. On the first day, a distance of about eight km is covered from Marwari to reach Thang village and on the second day, Dhar Khark is reached six km from here. Chenap Valley is at a distance of four km from here. This distance is covered on the third day.

This valley came into view after the disaster of 2013
------------------------------------------------
There are two routes from the block headquarters Joshimath to go to Chenap Valley. One can go to Chenap Valley from one of these routes and return from the other.  One route goes through Ghiwani Tok of Thang village and the other goes through Mailari Top. The view of dozens of Himalayan mountain ranges from Mailari Top is worth seeing. Apart from this, Chenab Valley can also be reached from Benakuli on Badrinath Highway via Khiron and Makpata Bugyal. This is a 40 km long track, which is especially liked by Bengali tourists. When the road leading to Valley of Flowers was destroyed in the disaster of 2013, nature lovers started reaching here. Only after this people came to know about this valley.
These are the special attractions of Chenab Valley
--------------------------------
Chanan Hal: The natural flowerbed present in Chenab Bugyal is known as 'Chanan Hal'. It is believed that every year Latu Devta, the brother-in-law of Goddess Nanda, comes here to plough and prepares this bed.

Latu Kund: There is a huge pond on the left side of Chenap Bugyal, which has now taken the form of a swamp. This pond is known as Latu Kund.

Jakh Bhoot Dhara (waterfall): The huge waterfall that flows from the peak named Kala Dang (Black Stone) right in front of Chenap Bugyal is known as Jakh Bhoot Dhara.

Maskwasyani: There is a huge bed of Brahma Kamal on the left side of Chenap Bugyal, which remains green from July to September. It has been named Maskwasyani.

Phulana Bugyal: 400 meters away from Chenap Bugyal, on a slope of 130 degrees, there is a huge bed of herbs (Kadhavi, Atis, Hath Jadi) and flowers. The villagers know it by the name Phulana Bugyal.

Kala Dang: There is a huge black stone peak right in front of Chenap Bugyal, which remains covered with snow till September. Being black, this peak looks very attractive.

Mythological belief
---------------------
It is mentioned in the Puranas that the flowers of Gandhamadan mountain and Badrivan do not have as much fragrance as the flowers of Chenap Bugyal. It is said that King Vishala had organized a huge yagya at Hanuman Chatti. Due to which the fragrance of the flowers of Badrivan and Gandhamadan mountain ended.

Still could not get recognition
----------------------------------
-In the year 1987, on the occasion of the inauguration of the first National Games at the snow sports site Auli, the then District Panchayat President Ramkrishna Uniyal had demanded before the Union Environment Secretary to add this paradise to the tourism map.

-In 1989, Badri-Kedar region's MLA Kunwar Singh Negi visited Chenab Valley and talked about developing it as a tourist center.

-In 1997, Uttar Pradesh's then Director General of Tourism Surendra Singh Pangti also visited here, but the story still could not move forward.

-Even later, teams of the forest department and local administration kept visiting Chenab Valley from time to time. Despite this, the valley is still yearning for recognition.
