Deceitful Politics: The ‘Architects of Destiny’ Who Forgot Not Just Culture, But Concern Too
-------------------------------------
By Dinesh Kukreti
The return of Jallikattu — the bull-taming sport in Tamil Nadu — can be called a distortion of a progressing society. Yet if we dig deeper into its implications, we find somewhere in the background the feeling of remaining connected to one’s roots. A similar tradition exists in the Kumaon region of Uttarakhand: the Bagwal of Devidhura, held on Raksha Bandhan (Shravan Purnima). This folk game of pelting stones at one another also has its own cultural aspect. That is why people, instead of stopping it, largely changed its form without altering its essence. Now, instead of stones, fruits and flowers are thrown at each other; so we can even call it the Fruit-and-Flower Bagwal. The same is expected to happen sooner or later with the Jallikattu festival celebrated during Pongal between 14 and 17 January. Nevertheless, one thing stands clearly proved: how important roots are for any society. But alas! Our governments have never given importance to the roots. Whereas the very demand for the formation of Uttarakhand state was driven by the sentiment of protecting one’s identity. During the movement, a resounding slogan echoed from every corner of Uttarakhand: “We will eat kodu-jhangora and build Uttarakhand.” Was this merely a slogan? If viewed scientifically, the answer is definitely “No.”
In reality, kodu-jhangora is a symbol of that labour power which ploughed the chest of the mountains and made them fertile; of that agrarian society which faced mountain-like challenges and never allowed the mountains to break; of that multi-coloured culture and those traditions which filled the steps with rhythm even amid hardships; of that sweet mother tongue (Dudhboli) whose sweetness gave the hill society a distinct identity in the country and the world. But what happened? We did get a half-baked identity as a separate state, yet from the very first day we began being deceived by those who called themselves “our own.” Evaluating the past 26 years, we find that the leaders and officials who sat as the “architects of destiny” kept working only to erase Uttarakhand’s cultural identity. Leaders born and brought up in the soil of the hills, the moment they set foot in Haldwani and Dehradun, forgot not only their culture and values but also their concerns. As a result, the real Uttarakhand is still struggling for its identity today, just as it used to struggle when it was part of Uttar Pradesh. There are not one but many examples before us, and I consider it extremely necessary to mention them in sequence in this election season.
They Made Their Own Mother Tongue Alien
-------------------------------------
What greater irony could there be that all eight MPs of the Congress earlier and the BJP now — both in the Lok Sabha and Rajya Sabha — have never strongly taken the initiative to include Garhwali-Kumaoni in the Eighth Schedule of the Constitution. Nor has any government of Uttarakhand considered it necessary to grant Garhwali-Kumaoni the status of the second official language of the state. Whereas Jharkhand and Chhattisgarh, which were formed along with Uttarakhand, have given second-language status to their local languages, and these languages are also part of the curriculum.
The Colour of the Folk, Distant from the Folk
-------------------------------------
The neglect of folk arts in Uttarakhand is such that to this day we have not been able to place any of our folk dances on a par with Punjab’s Giddha, Gujarat’s Garba, Assam’s Bihu, Kerala’s Kathakali or Odisha’s Odissi. Kumaoni Chholiya dance has received some recognition, but even in that the government and the Culture Department had no hand. It became possible only through the efforts of the carriers of folk tradition. The Culture Department’s role in the promotion and advancement of culture has remained limited to sending “setting” troupes. That is why cultural groups rooted in the soil are unable to participate in important events held across the country and the world.
Folk Instruments Distanced from Livelihood
-------------------------------------
The fate that folk instruments and their players have met in Uttarakhand is perhaps rarely seen elsewhere. That is why Auji, Das, Bajgir, Dholi and others have been forced to leave their ancestral occupations and search for livelihood in the cities. The government did declare the dhol as the state instrument, but the dhol players are not in a position to support their families by playing the dhol. What is actually needed is to bring traditional instruments into common practice, and that is possible only when we link them directly with livelihood. For this, it is necessary to make traditional instruments mandatory in all events connected with folk and the state, and to declare the dhol a folk instrument in practical terms. Here, “folk instrument” means an instrument of all, and the dhol can become everyone’s instrument only when we take it out of the confines of narrowness — that is, free it from caste barriers. And… this is possible only when our policymakers show firm willpower.
Aipan Is No Less Than Madhubani
-------------------------------------
Look at the condition of local products and handicrafts — there is no one to ask about them. The whole world knows Bihar’s Mithila Madhubani painting, but even the people of Uttarakhand do not properly know about the equivalent Aipan (Alpana) art of Kumaon. The ancient woodcraft is in a similarly pitiable state. The old houses built in the hill districts are proof that once no one could match us in wood carving and painting. But gradually the market swallowed up all these folk arts. Had the governments wished, they could have protected the traditional arts and strengthened the economy of this hill state.
Traditional Dishes Still Keeping the Tradition Alive
-------------------------------------
Uttarakhandi cuisine has also never been on the agenda of the governments. On our hill stations we can serve idli-dosa and chowmein to tourists from the country and the world, but not mandua roti, bathua parathas, green garlic chutney, arsa, swale, kulath ka phanu, chainsu and other traditional dishes. The surprising thing is that even the leaders of the hills have not developed a liking for Pahadi dishes. This is also one of the major reasons for the emptying of the hills.
The Dream Film Industry That Never Became Reality
-------------------------------------
Coming to the Uttarakhandi film industry, here too neglect has dominated these 26 years. That is why we could neither project Uttarakhand as an excellent shooting location, nor take any strong initiative beyond subsidy allocation for strengthening the regional film industry. Excellent shooting locations exist here. Although with the announcement of the state’s film policy in 2016 the Uttarakhand Film Development Council also came into existence, this half-hearted initiative does not appear very effective. One can understand how serious the governments are about the film industry in Uttarakhand.
