मतदान किसी भी संस्था का क्यों न हो, लोकतंत्र में उसका अलग ही आकर्षण होता है। फिर यह तो उत्तरांचल प्रेस क्लब जैसी प्रदेश की प्रतिष्ठित समझी जाने वाली संस्था का चुनाव था। वर्ष 2015 में क्लब के दोबारा खुलने के बाद पहली बार नौ कार्यकारिणी सदस्यों के साथ तीन महत्वपूर्ण पदों (महामंत्री, कोषाध्यक्ष व संप्रेक्षक) पर चुनाव हो रहा था। बाकी अध्यक्ष, वरिष्ठ उपाध्यक्ष, कनिष्ठ उपाध्यक्ष व संयुक्त सचिव के दो पदों पर उम्मीदवारों के निर्विरोध चुन लिए जाने के कारण मतदान की नौबत नहीं आई। इनमें से संयुक्त मंत्री पद पर मैं भी प्रत्याशी था, जाहिर है चुनाव में मेरी भूमिका अहम होनी ही थी। साथ ही मुझे सुबह जल्दी क्लब भी पहुंचना था। मतदान का समय सुबह नौ से दोपहर दो बजे तक नियत था। इसके बाद तीन बजे से मतगणना की जानी थी। कहने का मतलब आज मेरी बेहद व्यस्त दिनचर्या रहने वाली थी। इसलिए मैंने आफिस से छुट्टी ली हुई थी।
सुबह जल्दी उठकर मैंने फटाफट स्नान-ध्यान किया और दो उबले अंडे व चार-छह बिस्कुट खाकर निकल पडा़ प्रेस क्लब की ओर। इस जल्दबाजी के चक्कर में ही मैं आज प्राणायाम व आसन भी नहीं कर पाया। सुबह साढे़ दस बजे के आसपास मैं क्लब पहुंचा हूंगा। धीरे-धीरे मतदाताओं के आने का क्रम शुरू हो गया था। अधिकांश पत्रकार देर रात तक ड्यूटी करते हैं, इसलिए जागते भी देर से ही हैं। सो, दोपहर बारह बजे के बाद ही मतदाताओं की भीड़ बढ़ने की उम्मीद थी। ऐसा ही हुआ भी। फिर भी 264 में से 241 सदस्यों ने ही अपने मताधिकार का प्रयोग किया। दोपहर के सवा दो बज चुके थे और भूख भी बढ़ रही थी, इसलिए अब धैर्य रख पाना संभव नहीं था। कैंटीन में काफी भीड़ थी और सब कूपन कटाकर भोजन के लिए अपनी बारी का इंतजार कर रहे थे। भोजन में चावल, राजमा-उड़द की दाल और आलू के गुटखे बने हुए थे।
मैंने भी एक प्लेट खाना लिया और कैंटीन में एक किनारे कुर्सी पर बैठकर खाने लगा। एक प्लेट और खाने की इच्छा हो रही थी, बावजूद इसके मैंनै दोबारा चावल-दाल लेना उचित नहीं समझा और हाथ धोकर बाहर आ गया। हालांकि, कुछ ही मिनट बाद इस फैसले को बदलते हुए मैं फिर कैंटीन में गया और एक प्लेट राजमा-चावल और ले लिया। पेट फुल हो चुका तो कुछ देर धूप में बैठकर सुस्ताने लगा। तभी चुनाव अधिकारी ने पुकार लगा दी कि मतों की गिनती शुरू की जा रही है, इसलिए सभी प्रत्याशी हाल में आ जाएं। श्रमजीवी पत्रकार यूनियन की ओर से मुझे काउंटिंग की जिम्मेदारी सौंपी गई। मुझे संगठन के प्रत्याशियों के मतों की गणना करनी थी। कालेज के दौर में छात्रसंघ चुनाव और फिर पंचायत चुनाव की मतगणना में कई बार हिस्सेदारी की है, इसलिए यह जिम्मेदारी मैंने सहर्ष स्वीकार ली।
मतपत्रों की गड्डियां बनाने के बाद मतगणना शुरू हुई। पहले कार्यकारिणी सदस्यों के मत गिने गए। संगठन ने आठ प्रत्याशी मैदान में उतारे थे, जबकि कुल 12 प्रत्याशी मैदान में थे। इसलिए मतगणना में साढे़ तीन घंटे का समय लग गया। आठ राउंड की मतगणना के बाद संगठन के सात प्रत्याशी निर्वाचित घोषित किए गए। एक प्रत्याशी को महज एक मत के अंतर से हार का मुंह देखना पडा़। इसके बाद महामंत्री, कोषाध्यक्ष व संप्रेक्षक के पदों पर एक साथ गणना हुई। इस बार 50-50 मतपत्रों की गड्डी बनाई गई और सिर्फ पांच राउंड ही रखे गए। तीनों पदों पर सीधा मुकाबला था। जैसे ही गणना शुरू हुई, कोषाध्यक्ष व संप्रेक्षक के पद पर तो संगठन के प्रत्याशी पहले ही राउंड से अच्छी-खासी लीड लेकर आगे हो गए। लेकिन, महामंत्री पद पर मुकाबला कांटे का हो गया। कभी संगठन का प्रत्याशी एक-दो मत से आगे होता तो कभी विपक्षी।
पहले राउंड में संगठन का प्रत्याशी महज दो मत की लीड ले पाया, जबकि दूसरे, तीसरे व चौथे राउंड विपक्षी ही आगे रहा। अलबत्ता चौथे राउंड में विपक्षी की लीड जरूर मामूली रह गई। तब वह महज तीन मतों से आगे थे। पांचवां राउंड निर्णायक रहा और संगठन का प्रत्याशी आठ मतों की लीड लेकर महामंत्री का पद कब्जाने में कामयाब रहा। इस तरह संगठन ने प्रेस क्लब के सारे पदों पर अधिकार कर लिया। इसके बाद सभी विजेता प्रत्याशियों को चुनाव अधिकारी की ओर निर्वाचन के प्रमाण पत्र जारी किए गए। अब मैं रूम में लौटने की तैयारी में था, लेकिन तभी कुछ साथियों ने यह कहकर मुझे रोक दिया कि हम सभी का भोजन यहीं रखा गया है। तब हम लगभग 30 लोग क्लब में रह गए थे। मैं निश्चिंत था, रात को भोजन बनाने के झंझट से जो निजात मिल गई थी।
साथियों ने हमारे लिए इडली-डोसा मंगाया हुआ था, लेकिन मैं ठैरा ठेठ पहाडी़। ऐसे मौकों पर दाल-भात मिल जाए तो कहने ही क्या। दिन में बनी राजमा व उड़द की दाल बची हुई थी, इसलिए सिर्फ भात (चावल) ही बनाना पडा़। मैंने इडली-डोसा के साथ दाल-भात का आनंद उठाया और फिर चुपचाप रात 11 बजे के आसपास रूम में लौट आया। बाकी साथी इसके बाद भी पार्टी में मशगूल रहे। इस समय रात के एक बजे हैं। मैं काफी थका हुआ हूं। आंखें बोझिल हुई जा रही हैं, इसलिए आज की सभा यहीं समाप्त करने की इजाज़त चाहता हूं। शब-ब-खै़र!!

Press club election

No matter the voting of any institution, it has a different attraction in a democracy. Then it was the election of a prestigious organization of the state like Uttaranchal Press Club. For the first time since the club's reopening in 2015, elections were being held for three important posts (General Secretary, Treasurer and Observer) with nine executive members. Voting did not take place due to the uncontested election of candidates for the remaining two posts of President, Senior Vice President, Junior Vice President and Joint Secretary. Out of these, I was also a candidate for the post of Joint Minister, obviously my role in the election had to be important. Also I had to reach the club early in the morning. The polling time was fixed from 9 am to 2 pm. After this, the counting of votes was to be done from 3 o'clock. I mean to say today I was going to have a very busy routine. That's why I took leave from the office.
Waking up early in the morning, I took a quick bath-meditation and after having two boiled eggs and four or six biscuits, left for the Press Club. Due to this hasty affair, I could not even do Pranayama and Asana today. I will reach the club around 10:30 in the morning. Slowly, the process of the arrival of voters started. Most of the journalists work till late night, so they are awake late. So, only after 12 noon the crowd of voters was expected to increase. The same thing happened. Yet, out of 264, only 241 members exercised their franchise. It was half past two in the afternoon and hunger was also increasing, so it was not possible to be patient now. There was a huge crowd in the canteen and everyone was waiting for their turn to cut the coupons and get the food. The food was made of rice, rajma-urad dal and potato gutkha.
I also took a plate of food and started eating sitting on a side chair in the canteen. There was a desire to eat one more plate, in spite of this I did not consider it appropriate to take rice and lentils again and came out after washing my hands. However, changing this decision after a few minutes, I again went to the canteen and took one more plate of rajma-rice. When the stomach was full, he sat in the sun for some time and started relaxing. Then the election officer called out that the counting of votes was being started, so all the candidates should come in the hall. On behalf of the working journalist union, I was entrusted with the responsibility of counting. I had to count the votes of the candidates of the organization. I have participated many times in the counting of votes for the student union elections and then the panchayat elections during the college period, so I gladly accepted this responsibility.
Counting of votes began after making the ballots. First the votes of the executive members were counted. The organization had fielded eight candidates, while a total of 12 candidates were in the fray. So the counting of votes took three and a half hours. After eight rounds of counting, seven candidates of the organization were declared elected. One candidate had to face defeat by a margin of just one vote. After this, the posts of General Secretary, Treasurer and Observer were counted simultaneously. This time rounds of 50-50 ballots were made and only five rounds were kept. There was direct competition for all three positions. As soon as the counting started, for the post of Treasurer and Observer, the candidates of the organization went ahead with a significant lead from the first round. But, the contest for the post of General Secretary turned thorny. Sometimes the candidate of the organization was ahead by one or two votes and sometimes the opposition.
In the first round, the candidate of the organization was able to take the lead of only two votes, while in the second, third and fourth rounds only the opposition was ahead. However, in the fourth round, the opposition's lead remained modest. He was then leading by just three votes. The fifth round was decisive and the candidate of the organization managed to capture the post of General Secretary by taking a lead of eight votes. In this way the organization took over all the posts of the Press Club. After this, the election certificates were issued to all the winning candidates by the election officer. Now I was preparing to return to the room, but then some companions stopped me saying that the food of all of us has been kept here. Then we were left with about 30 people in the club. I was rest assured that I had got relief from the hassle of preparing dinner at night.
Colleagues had ordered idli-dosa for us, but I stayed in typical hills. What to say if you get pulses and rice on such occasions? Rajma and urad dal made during the day were left, so only rice (rice) had to be prepared. I enjoyed dal-bhaat with idli-dosa and then quietly returned to the room around 11 pm. The rest of the companions remained busy in the party even after this. It is currently one o'clock in the night. I'm quite tired. My eyes are getting heavy, so I want to allow you to end today's meeting here. Well done!!
