उत्तराखंड आंदोलन के संस्मरणों का दस्तावेज

मेरे लिए आज बेहद खुशी का दिन है। तीन महीने के अथक परिश्रम के बाद 'गुलदस्ता' जो महक उठा है। ऐसे में खुश होना तो बनता है। 'गुलदस्ता' का प्रकाशन उत्तरांचल प्रेस क्लब ने वर्ष 2020 में त्रैमासिक पत्रिका के रूप में शुरू किया था। संयोग से पत्रिका के संपादन का सौभाग्य मुझे मिला और कोरोना की विभीषिका के बावजूद तीन संग्रहणीय अंक प्रकाशित भी हुए। कोरोना विशेषांक को तो सर्वत्र सराहना मिली। लेकिन, वर्ष 2021 में न जाने किन कारणों से यह सिलसिला जारी नहीं रह पाया। वर्ष 2022 में मुझे भी बतौर संयुक्त मंत्री प्रेस क्लब की कार्यकारिणी का हिस्सा बनने का मौका मिला। हालांकि, इस बार भी पत्रिका का त्रैमासिक प्रकाशन नहीं हो पाया। इसका मलाल मुझे वर्षभर रहा। 

खैर! इसकी भरपाई के लिए हमने क्लब की डायरी/डायरेक्टरी का प्रकाशन किया, जिसे हर किसी ने सराहा। सच कहूं तो यह डायरी इतनी खूबसूरत बन गई थी कि जिसके हाथ में गई, उसी ने प्रशंसा की। लेकिन, असल चुनौती 'गुलदस्ता' के वार्षिकांक के प्रकाशन की थी। फिर हम पत्रिका को रस्मअदायगी के तौर पर भी नहीं निकालना चाहते थे। इस संबंध में क्लब अध्यक्ष जितेंद्र अंथवाल के साथ लगातार चर्चा होती रही। आखिर में तय हुआ कि इस बार के 'गुलदस्ता' को उत्तराखंड राज्य आंदोलन पर केंद्रित किया जाएगा, जो कि आंदोलन को लेकर पूर्व में प्रकाशित हो चुके दस्तावेजों से हटकर होगा। इसलिए राय बनी कि प्रदेशभर से उन चुनिंदा पत्रकारों के संस्मरण मंगाए जाएं, जिनकी आंदोलन में सक्रिय भागीदारी रही है और उन्होंने गंभीरतापूर्वक आंदोलन को कवर भी किया है। इसके अलावा 'गुलदस्ता' में आंदोलन के इतिहास और उस दौर गाए गए जनगीतों को समेटने का भी निर्णय लिया गया। इसके बाद मैंने पत्रिका पर काम करना शुरू कर दिया।

मैंने और अंथवालजी ने आंदोलन के दौर के कई पत्रकारों से अपने संस्मरण लिखने का आग्रह किया। साथ ही पूर्व मुख्यमंत्री हरीश रावत, उस दौर में केंद्रीय तथ्यान्वेषक समिति के संयोजक रहे सुरेंद्र कुमार, डा. देवेंद्र भसीन, कामरेड अनंत आकाश, जगमोहन सिंह नेगी, डा.अतुल सती, साहित्यकार हेमचंद्र सकलानी, डा.सुभाष गुप्ता, प्रसिद्ध जनकवि डा. अतुल शर्मा आदि ने भी अपने संस्मरण उपलब्ध कराकर हमें अनुग्रहीत किया। धीरे-धीरे 'गुलदस्ता' आकार लेने लगा। हालांकि, इस दौरान हमें तमाम चुनौतियों का सामना भी करना पडा़। सबसे बडी़ चुनौती तो उस दौर के फोटोग्राफ जुटाने की थी। वह तो संयोग से अंथवालजी के पास उस दौर के अखबार मौजूद थे, उन्हीं से फोटो स्कैन कर जैसे-तैसे उन्हें उपयोग लायक बनाया गया। कुछ फोटो उस दौर के छायाकार साथियों ने भी उपलब्ध करवाए।

तथ्यों एवं तिथियों में गलती न जाए, इसके लिए भी काफी मेहनत करनी पडी़। अधिकांश सामग्री को रिराइट करना पडा़। ऐसे में 'गुलदस्ता' को संवरने में लगभग तीन माह का समय लग गया। इस तरह तैयार हुआ 'गुलदस्ता' के रूप में उत्तराखंड राज्य आंदोलन के संस्मरणों का दस्तावेज। प्रेस क्लब के चुनाव का कार्यक्रम जारी हो चुका था, लेकिन हम चाहते थे कि इसका मुख्यमंत्री के हाथों विधिवत विमोचन कराया जाए। पहले हमने सोचा था का क्लब में ही मुख्यमंत्री को आमंत्रित कर भव्य समारोह में 'गुलदस्ता' का विमोचन कराएंगे, लेकिन ऐसा संभव नहीं हो पाया। जो-कुछ करना था, मुझे और अंथवालजी को ही करना था। इसलिए हमने मुख्यमंत्री आवास पर ही विमोचन कराने का निर्णय लिया। मुख्यमंत्री पुष्कर सिंह धामी ने इसके लिए 27 दिसंबर सुबह 9:30 बजे का समय दिया। सो, हम चुनिंदा छह लोग तय समय पर मुख्यमंत्री आवास पहुंच गए। संयोग से इस मौके पर कृषि मंत्री सुबोध उनियाल व मेयर सुनील उनियाल गामा भी वहां मौजूद थे और वह भी विमोचन कार्यक्रम का हिस्सा बने।

खैर! विमोचन के बाद तय हुआ कि 29 दिसंबर को मतदान वाले दिन सदस्यों का 'गुलदस्ता का वितरण किया जाएगा। मतदान के बहाने उस दिन क्लब में लगभग सभी सदस्यों की मौजूदगी रहती है। सच कहूं तो पढ़ने-लिखने वाले सभी सदस्यों ने हमारे इस प्रयास की सराहना भी की। लगभग सभी का यही कहना था कि इस बार का 'गुलदस्ता' ऐतिहासिक दस्तावेज बन चुका है। उत्तराखंड आंदोलन के बाद ऐसा दस्तावेज पहली बार प्रकाशित हुआ है। कई जगह से इस दस्तावेज की मांग आ रही है। बठिंडा (पंजाब) से भी बिजेंद्र सिंह रावत जी का फोन आया है कि 'गुलदस्ता' की प्रति उन्हें भी उपलब्ध करा दूं। 

पहली जनवरी को जब वर्ष 2023 के लिए क्लब की नई कार्यकारिणी कार्यभार संभाल चुकी है और हम इस जिम्मेदारी से मुक्त हो चुके हैं, तो सोच रहा हूं आगे उत्तराखंड आंदोलन पर और बेहतर ढंग से काम किया जाए। ऐसा किया जाना जरूरी भी है, क्योंकि नौ नवंबर 2000 के बाद और उससे एक-दो बरस पहले जन्मी पीढी़ को तो मालूम ही नहीं है कि उत्तराखंड बनाने के लिए हमें कैसी-कैसी चुनौतियों का सामना करना पडा़। मैं यकीन के साथ कह सकता हूं कि उत्तराखंड आंदोलन के संस्मरणों का यह दस्तावेज नई पीढी़ का थोडा़-बहुत ही सही, लेकिन मार्गदर्शन अवश्य करेगा।

Today is a very happy day for me.  The 'bouquet' that has blossomed after three months of tireless hard work.  In such a situation, it is necessary to be happy.  The publication of 'Guldasta' was started by Uttaranchal Press Club in the year 2020 as a quarterly magazine.  Coincidentally, I got the good fortune of editing the magazine and despite the havoc of Corona, three collectible issues were also published.  The Corona special issue was appreciated everywhere.  But, in the year 2021, for some unknown reason, this process could not continue.  In the year 2022, I also got a chance to be a part of the Executive Committee of the Press Club as a Joint Minister.  However, this time also the quarterly publication of the magazine could not be done.  I regretted it for a whole year.

So!  To compensate for this, we published a club diary/directory, which was appreciated by everyone.  To be honest, this diary had become so beautiful that it was praised by the one in whose hands it went.  But, the real challenge was the publication of the annual issue of 'Guldasta'.  Then we did not want to bring out the magazine even as a ritual.  In this regard there was constant discussion with club president Jitendra Anthwal.  Finally it was decided that this time 'Guldasta' would be focused on the Uttarakhand state movement, which would be different from the documents published earlier regarding the movement.  That's why it was decided that the memoirs of those selected journalists should be called from all over the state, who have been actively involved in the movement and have also covered the movement seriously.  Apart from this, it was also decided to include the history of the movement and the folk songs sung during that period in 'Guldasta'.  After that I started working on the magazine.

Anthwalji and I urged several journalists from the movement to write their memoirs.  Along with former Chief Minister Harish Rawat, Surendra Kumar, Dr. Devendra Bhasin, Com.  Atul Sharma etc. also blessed us by making available their memoirs.  Slowly the 'bouquet' started taking shape.  However, during this we also had to face many challenges.  The biggest challenge was to collect photographs of that period.  Coincidentally, Anthwalji had the newspapers of that era, by scanning photos from them, they were somehow made usable.  Some photos were also made available by the cinematographers of that era.

A lot of hard work had to be done to ensure that there is no mistake in facts and dates.  Most of the material had to be rewritten.  In such a situation, it took about three months to decorate the 'Guldasta'.  This is how the document of memoirs of the Uttarakhand statehood movement was prepared in the form of 'Guldasta'.  The program for the election of the Press Club had been released, but we wanted it to be formally released by the Chief Minister.  Earlier we had thought that the 'Guldasta' would be released in a grand ceremony by inviting the Chief Minister in the club itself, but this was not possible.  Whatever had to be done, I and Anthwalji had to do it.  That's why we decided to get the release done at the Chief Minister's residence itself.  Chief Minister Pushkar Singh Dhami gave time for this at 9:30 am on December 27.  So, we selected six people reached the Chief Minister's residence on time.  Incidentally, Agriculture Minister Subodh Uniyal and Mayor Sunil Uniyal Gama were also present there on this occasion and they also became a part of the release programme.

So!  After the release, it was decided that on the day of voting on December 29, the 'bouquet' would be distributed to the members.  Almost all the members of the club are present on that day on the pretext of voting.  To be honest, all the reading and writing members also appreciated our effort.  Almost everyone said that this time's 'bouquet' has become a historical document.  Such a document has been published for the first time after the Uttarakhand movement.  The demand for this document is coming from many places.  I have also received a call from Bathinda (Punjab) from Bijendra Singh Rawat ji that I should make the copy of 'Guldasta' available to him as well.

On January 1, when the new executive of the club has taken charge for the year 2023 and we have been relieved of this responsibility, I am thinking of working better on the Uttarakhand movement.  It is also necessary to do this, because the generation born after November 9, 2000 and one or two years before that, does not even know that what kind of challenges we had to face to make Uttarakhand.  I can say with confidence that this document of the memoirs of the Uttarakhand movement will definitely guide the new generation, albeit a little bit.
