कुत्ते से ज्यादा खतरनाक है कुत्ता होना

आज (आठ नवंबर 2023) को रुड़की में पिटबुल नस्ल के कुत्ते ने एक बुजुर्ग महिला पर जानलेवा हमला कर उसे बुरी तरह नोंच डाला। उसके शरीर पर जगह-जगह गहरे जख़्म आए हैं। वह तो शुक्र है आस-पड़ोस के उन लोगों का, जिनके शोर मचाने पर महिला की जान बच गई। आप इसे सामान्य घटना मान सकते हैं, लेकिन मेरी दृष्टि में यह स्थिति बेहद गंभीर एवं चिंताजनक है। दरअसल, पिटबुल पालने पर दुनिया के लगभग 40 देशों में प्रतिबंध है। कारण है इसकी हिंसक प्रवृत्ति। बावजूद इसके भारत में इसे लोगों ने स्टेटस सिंबल बना लिया लिया है, फिर चाहे यह किसी की जान ही क्यों न ले ले। देश में ऐसे कई मामले हो चुके हैं, लेकिन न कुत्ते पालने वालों पर इसका कुछ असर होता, न समाज की सुरक्षा के प्रति जिम्मेदार एजेंसियों पर ही।

मेरी तो समझ में नहीं आता कि हम जा किस दिशा में रहे हैं। दुहाई देते हैं मानवता की और चिंता आस-पड़ोस वालों तक की नहीं करते। जिस देश में 80 करोड़ लोग गर्दिश में जीने को मजबूर हों, वहां पिटबुल जैसे हिंसक जानवर पालने वाले उन पर लाखों रुपये पानी की तरह बहा दे रहे हैं। चलो घर की चहारदीवारी में तो वे जो करें-सो करें, लेकिन यहां तो वे आस-पड़ोस वालों के जीवन को भी खतरे में डाल रहे हैं। आखिर समाज के प्रति भी तो हमारी कोई जिम्मेदारी होती है। मैंने वर्षों पूर्व 'अंदर कुत्ता रहता है' शीर्षक से एक लेख लिखा था, जो वर्तमान में पूरी तरह चरितार्थ हो रहा है। कुत्तों के कुत्तेपने में तो आज भी कोई बदलाव नहीं आया, लेकिन इंसान में इंसानियत का भाव कहीं नज़र नहीं आता।
मुझे तो आश्चर्य तब होता है, जब देखता हूं कि गाय पालने वाले की समाज में कोई इज्ज़त नहीं और कुत्ता पालने वाला रसूखदार माना जाता है। जबकि, दूध सबको गाय का ही पीना है, कुत्ते का नहीं। विडंबना देखिए, आज गाय पालना उसे भी मंजूर नहीं, जिसके पास पर्याप्त जगह है और वह उसके लिए चारे की व्यवस्था भी आसानी से कर सकता है। हां! चार-चार कुत्ते पालने में उसे कोई दिक्कत नहीं, भले ही इसके लिए बच्चों का हक क्यों न मारना पड़े। उनका मलमूत्र क्यों न साफ करना पड़े। मैंने ऐसे कई लोग देखे हैं, जो अपना मुंह भले ही न धोते हों, लेकिन सुबह उठकर कुत्तों को रगड़-रगड़कर नहलाना नहीं भूलते। बच्चों के बीमार पड़ने पर मेडिकल स्टोर से दवाई ले आते हैं, लेकिन कुत्ता बीमार पड़ जाए तो उसे हर हाल में डॉक्टर के पास ले जाना है।
मितरों! आप मुझे 'ओल्ड माइंडेड' कह सकते हो, मुझे इससे कोई फ़र्क नहीं पड़ने वाला। जानवरों से प्रेम कीजिए, बहुत अच्छी बात है। लेकिन, इस बात को हमेशा याद रखिए कि जानवर इंसान से ऊपर नहीं है और कभी हो भी नहीं सकता। अगर आपकी नज़र में इंसान की जानवर, खासकर कुत्ते के सामने कोई इज्जत नहीं है तो यकीन जानिए कि आपने इंसान होने का ओहदा खो दिया है। लाखों वर्ष पहले आप जहां थे, फिर वहीं जाने की ओर अग्रसर हो। याद रखिए, यह बदलाव आपके बाहरी स्वरूप में नहीं होने वाला, बल्कि इससे आपका अंतर्मन कलुषित हो उठेगा। यदि ऐसा होता है तो यह मानव सभ्यता के लिए गंभीर खतरा है, जिसे हम शायद भांप नहीं पा रहे या फिर भांपना ही नहीं चाहते।

Today (November 8, 2023) in Roorkee, a dog of the Pitbull breed fatally attacked an elderly woman and scratched her badly. There are deep wounds at many places on his body. It is thanks to the people in the neighborhood whose noise saved the woman's life. You may consider this a normal incident, but in my view this situation is very serious and worrying. Actually, there is a ban on raising pitbulls in about 40 countries of the world. The reason is its violent tendencies. Despite this, people in India have made it a status symbol, even if it takes someone's life. There have been many such cases in the country, but it has had no impact on dog owners or on the agencies responsible for the safety of the society.
I don't understand in which direction we are going. They cry out for humanity and don't even care about their neighbours. In a country where 80 crore people are forced to live in poverty, those who keep violent animals like pit bulls are spending lakhs of rupees on them like water. Let them do whatever they want within the boundary walls of the house, but here they are putting the lives of the neighbors in danger. After all, we have some responsibility towards the society also. I had written an article years ago titled 'The dog lives inside', which is currently being fully implemented. Even today, there is no change in the dog-ness of dogs, but there is no sense of humanity in humans.
I am surprised when I see that the one who keeps cows has no respect in the society and the one who keeps dogs is considered influential. Whereas, everyone has to drink milk of cow only, not of dog. See the irony, today rearing a cow is not acceptable even to those who have enough space and can easily arrange fodder for it. Yes! He has no problem in keeping four dogs, even if it means sacrificing the rights of his children. Why don't we have to clean their excreta? I have seen many people who, even if they do not wash their faces, do not forget to rub and bathe their dogs after getting up in the morning. When children fall ill, medicines are bought from the medical store, but if a dog falls ill, it must be taken to the doctor.
Friends! You can call me 'old minded', it won't make any difference to me. Love animals, it is a very good thing. But, always remember that animals are not and can never be above humans. If in your view, humans have no respect for animals, especially dogs, then rest assured that you have lost your status as a human being. You are on your way to getting back to where you were millions of years ago. Remember, this change will not happen in your external appearance, rather it will pollute your inner self. If this happens then it is a serious threat to human civilization, which we perhaps are not able to realize or do not want to realize.
