ऐतिहासिक लालपुल

वर्षों बाद आज नजीबाबाद-बुआखाल राष्ट्रीय राजमार्ग पर कोटद्वार-दुगड्डा के मध्य स्थित लालपुल तक जाना हुआ तो अतीत की स्मृतियां ताजा हो आईं। लेकिन, पहले आपको मैं लालपुल के अतीत से परिचित करा दूं। यह पुल कोटद्वार भाबर के ईष्ट सिद्ध बाबा (सिद्धबली) मंदिर से कुछ आगे खोह नदी पर बना हुआ है। कोटद्वार से इसकी दूरी लगभग तीन किमी है। सरकारी दस्तावेजों के अनुसार 16 टन क्षमता का यह स्टील गार्डर पुल 74 वर्ष पूर्व सन् 1948 में बनकर तैयार हुआ। लेकिन, वर्तमान में क्षमता से तीन गुना भारी वाहनों के गुजरने से यह जर्जरहाल हो चुका है। मैदानी क्षेत्र से गढ़वाल के एक बडे़ हिस्से को जोड़ने वाला मार्ग होने के कारण इस पुल से रोजाना सैकडो़ं छोटे-बडे़ और लोडेड वाहन गुजरते हैं। गढ़वाल राइफल्स रेजिमेंटल सेंटर लैंसडौन को जोड़ने वाला भी यही प्रमुख मार्ग है, इसलिए सेना के वाहनों की आवाजाही भी इस पुल से निरंतर होती रहती है। बावजूद इसके पुल की बदहाली की ओर किसी का ध्यान नहीं है।

अतीत के पन्ने पलटें तो दुगड्डा से गढ़वाल के प्रवेश द्वार कोटद्वार की ओर सड़क निर्माण का कार्य ब्रिटिश शासनकाल में वर्ष 1901 में शुरू हुआ। तब सिद्धबली मंदिर के सामने वाली पहाडी़ को काटकर सड़क निकाली गई थी। वर्तमान में इस स्थान पर लोक निर्माण विभाग का गोदाम है। इस सड़क को टुटगदेरा की पहाडी़ पर काटी गई सड़क से जोड़ने के लिए झूलापुल बनाया गया था, जिससे राहगीरों के साथ ही बैलगाड़ी भी गुजरती थी। वर्ष 1890 में कोटद्वार तक रेल पहुंचने के साथ ही कोटद्वार-भाबर में बसागत बढ़ने लगी। धीरे-धीरे यहां एक छोटे-मोटे बाजार ने भी आकार ले लिया, लिहाजा इस सड़क से चौपहिया वाहनों की आवाजाही भी होने लगी। ऐसे में सड़क को नए सिरे काटने की जरूरत महसूस हुई। सो, झूलापुल से कुछ ही दूर खोह नदी पर स्टील गार्डर पुल का निर्माण हुआ, जिसे वर्तमान में लालपुल के नाम से जाना जाता है।

इस पुल की सुरक्षा के लिए दूसरे छोर पर चौकी भी बनी थी, जो नब्बे के दशक तक अस्तित्व में रही। लेकिन, इसके बाद से सब भगवान भरोसे है। पुल भी अब जर्जरहाल हो चला है और जिस तरह इस पर धड़ल्ले से 40 से 50 टन वजनी वाहन गुजर रहे हैं, उससे यह कभी भी खतरनाक साबित हो सकता है। अपनी उम्र पूरी कर चुके इस पुल के स्थान पर अब नए पुल का निर्माण होना है, लेकिन कब होगा, कहना मुश्किल है। कारण, इस स्थान के आरक्षित वन क्षेत्र में होने के कारण वन कानून नए पुल की राह में अवरोध खडे़ कर रहे हैं। खैर! देखते जाइए, आगे-आगे  क्या होता है।

सच कहूं तो लालपुल के चारों ओर स्थित मनभावन अरण्य मेरे लिए हमेशा पसंदीदा सैरगाह रहा है। बचपन और छात्र जीवन में यहां अक्सर आना होता था। भोर की बेला में कोटद्वार से दुगड्डा की ओर जाते हुए कई बार यहां से मैंने शावकों के साथ बाघ को गुजरते देखा है। ग्रीष्मकाल के दौरान हाथी तो यहां से रोज ही पानी पीने के लिए खोह नदी में उतरते हैं। पुल के पास सड़क से नदी में उन्हें अठखेलियां करते देखना अपने आप में आनंददायक अनुभूति है। आज भी लालपुल से 500 मीटर पहले सिद्धबली पुल के पास काफी देर तक मैं जंगल में विचरण करते हाथी को निहारता रहा। 

जेठ की तन झुलसाती गर्मी में यहां विशालकाय दरख्तों की छांव तन-मन को सुकून का एहसास कराती है। इसलिए शाम के वक्त लालपुल से यहां तक स्थानीय लोगों की भीड़ उमडी़ रहती है। हां! इतना जरूर है कि जब यहां से हाथियों का झुंड नदी में उतरता है, तब उससे दूर ही रहना चाहिए। वैसे सुखद यह है कि हाथियों इस झुंड ने कभी किसी को नुकसान नहीं पहुंचाया। लेकिन, इसका मतलब यह कतई नहीं कि हम लापरवाह हो जाएं। बहरहाल! आज इतना ही। कल फिर नए अनुभवों के साथ हाजिर होऊंगा। तब तक के लिए नमस्कार!

Historic Lalpul

Years later, when I went to Lalpul located in the middle of Kotdwar-Dugadda on the Najibabad-Buakhal National Highway today, the memories of the past came back.  But, first let me introduce you to the past of Lalpul.  This bridge is built on the Khoh river, just ahead of the Ishta Siddha Baba (Siddhabali) temple of Kotdwar Bhabar.  Its distance from Kotdwar is about 3 km.  According to government documents, this 16-ton steel girder bridge was completed 74 years ago in 1948.  But, at present, it has become dilapidated due to heavy vehicles passing three times the capacity.  Being a road connecting a large part of Garhwal to the plain area, hundreds of small and large and loaded vehicles pass through this bridge daily.  This is also the main road connecting the Garhwal Rifles Regimental Center Lansdowne, so the movement of army vehicles also keeps on passing through this bridge.  Despite this, no one is paying attention to the condition of the bridge.

If you turn the pages of the past, the work of road construction from Dugadda towards Kotdwar, the gateway of Garhwal, started in the year 1901 during the British rule.  Then the road was taken out by cutting the hill in front of the Siddhabali temple.  Presently there is a warehouse of Public Works Department at this place.  Jhulapul was made to connect this road with the road cut on the hill of Tutgadera, through which the bullock carts passed along with the passers-by.  With the arrival of rail to Kotdwar in the year 1890, the settlement of Kotdwar-Bhabar started increasing.  Gradually, a small market also took shape here, so the movement of four wheelers also started from this road.  Therefore, the need to cut the road again was felt.  So, a short distance from Jhulapul, a steel girder bridge was built on the Khoh river, which is currently known as Lalpul.

To protect this bridge, a post was also built on the other end, which remained in existence till the nineties.  But, since then everything is in God's trust.  The bridge has also become dilapidated now and the way vehicles weighing 40 to 50 tonnes are passing on it indiscriminately, it can prove to be dangerous anytime.  Now a new bridge is to be constructed in place of this bridge which has completed its age, but when it will happen, it is difficult to say.  Due to this place being in the reserved forest area, the forest laws are creating obstacles in the way of the new bridge.  So!  Let's see what happens next.

To be honest, the lovely sanctuary around Lalpul has always been my favorite resort.  Used to come here often in childhood and student life.  On my way from Kotdwar to Dugadda in the early hours of the morning, I have seen the tiger passing along with the cubs several times.  During summers, elephants descend into Khoh river to drink water every day from here.  It is a pleasure in itself to watch them play in the river from the road near the bridge.  Even today, 500 meters before Lalpul, I kept looking at the elephant walking in the forest for a long time near the Siddhbali bridge.

In the scorching heat of Jeth's body, the shade of giant trees gives a feeling of relaxation to the body and mind.  Therefore, in the evening, there is a crowd of local people from Lalpul till here.  Yes!  It is so necessary that when a herd of elephants descends into the river from here, then one should stay away from it.  Well the good thing is that this herd of elephants never harmed anyone.  But, that does not mean that we should be careless.  However!  That's all today.  Tomorrow I will be back again with new experiences.  Goodbye until then!
