चार माह बाद घर लौटा

ठीक चार महीने बाद घर आने का मौका मिला है। बीते वर्ष तो पूरे नौ महीने बाद घर लौटा था। कोरोना महामारी के चलते आगे भी कब तक ऐसे हालात बने रहेंगे, कहना मुश्किल है। इससे सबसे ज्यादा मुश्किलें तो मुझ जैसे सुविधाविहीन लोगों को ही झेलनी पड़ती हैं। सार्वजनिक परिवहन बंद होने पर कहीं आ-जा तक नहीं सकते। बस! इंतजार करते रहिए सरकारी फ़रमान का। इससे कोफ़्त तो होती है, लेकिन कुछ किया भी तो नहीं जा सकता। मेरे साथ दोनों बार यही हुआ। वैसे मैं ट्रैकर से घर आ सकता था, लेकिन कोरोना संक्रमण से बचने के लिए शारीरिक दूरी बनाए रखना बेहद जरूरी है और ट्रैकर में खचाखच भरी सवारियों के बीच ऐसा संभव नहीं हो पाता। इसलिए अब तक परिवहन निगमा की सेवाएं शुरू होने की राह देखता रहा।

हमेशा की तरह आज भी मैं सुबह ठीक पांच रूम से निकल पडा़ था। मंडी चौक पहुंचने में 20 मिनट लगे और पहुंचते ही आईएसबीटी के लिए आटो भी मिल गया। दस मिनट बाद मैं आईएसबीटी में था। देहरादून से लैंसडौन जाने वाली बस परिवहन निगम की कार्यशाला से पौने छह बजे आईएसबीटी पहुंच जाती है और मेरे पास अभी 15 मिनट थे। सो, सोचा कि क्यों न पास में लगी बेंच पर बैठकर इतनी देर सुस्ता लिया जाए। कोटद्वार आने वाले कुछ और लोग भी पास की बेंचों पर बैठे थे। लेकिन, यह क्या? बस तो आई ही नहीं। जबकि, कोटद्वार-लैंसडौन जाने वाली बस के कुछ देर बाद ही कोटद्वार-धुमाकोट जाने वाली बस भी स्टैंड पर पहुंच जाती है।

इंतजार करते-करते छह बजकर बीस मिनट हो गए थे। उधर, हरिद्वार वाली बस भी कुछ ही मिनट में रवाना होने वाली थी। अब लैंसडौन वाली बस के इंतजार में अड्डे पर बैठे रहना समझदारी नहीं थी। सो, मैं भी हरिद्वार वाली बस में ही सवार हो गया। सोचा, चंडीघाट पुल के पास कोटद्वार के लिए बस-ट्रैकर तो आसानी से मिल ही जाते हैं, इसलिए समय से घर पहुंच ही जाऊंगा। संयोग से चंडीपुल पहुंचते ही मुझे जीएमओयूलि (गढ़वाल मोटर आनर्स यूनियन लि.) की बस मिल गई। लेकिन, जब बस के अंदर झांककर देखा तो सवारियां खचाखच भरी थीं। हालांकि, कंडक्टर (परिचालक) कह रहा था कि "भाईजी! आओ तो सही, मैं एडजस्ट करता हूं।"

मैं जानता था कि वो कैसे एडजस्ट करेगा। ऊपर से उमस बुरा हाल किए जा रही थी। ऐसे में मुझे उचित यही लगा कि किसी अन्य वाहन की तलाश की जाए और मैं वहां से चल पडा़। ज्यादा से ज्यादा यही तो होता कि कोटद्वार विलंब से पहुंचता। पर, तभी चंद मीटर के फासले पर मुझे "कोटद्वार-कोटद्वार" की पुकार सुनाई दी। वहां पर जाकर पूछा तो पुकार लगाने वाला टैक्सी चालक बोला, "भाई जी बैठो, बस! एक सवारी और चाहिए।" मैं जानता था कि बारह सवारी से कम में तो ये टैक्सी स्टार्ट करने से रहा, लेकिन फिलवक्त तो इसके सिवा कोई चारा भी नहीं था।

टैक्सी में बैठते हुए मैंने चालक से पूछा, "बैग कहां रखूं", तो उससे छत पर रखने की बात कही। मौसम का मिजाज बिगड़ चुका था और बूंदाबांदी शुरू हो गई थी। ऐसे में चालक मेरे मनोभाव समझते हुए बोला, "आप बैठ जाइए, सामान को मैं प्लास्टिक सीट से ढक रहा हूं।" आखिरी सवारी आने में 20-25 मिनट लगे और फिर टैक्सी चल पडी़। पर, मानो आज मुहूर्त ही खराब था, कुछ दूर चलने पर देखा तो आगे जाम लगा था। इस जाम को पार करने में आधा घंटे का समय बर्बाद हुआ। इस बीच गैंडीखत्ता आ गया। चालक ने वहां से टैक्सी लालढांग-चिल्लरखाल रूट पर डाल दी।

सवारियों ने चालक से रूट बदलने का कारण पूछा तो बोला, "नजीबाबाद रूट से दिक्कत हो रही है। कोटद्वार से लगी उत्तर प्रदेश की सीमा पर पर्यटकों की चेकिंग चल रही है कि उन्होंने 72 घंटे के भीतर आरटी-पीसीआर टेस्ट कराया है या नहीं। टेस्ट की नेगेटिव रिपोर्ट दिखाने पर ही उन्हें कोटद्वार की सीमा में प्रवेश करने दिया जा रहा है। इससे सीमा पर जाम लगा हुआ है।" मैंने भी सोचा, चलो नए रूट का ही मजा लिया जाए, दो साल से इस पर जाना भी नहीं हुआ। यह मार्ग लालढांग से आगे जंगल के बीच से होकर गुजरता है, इसलिए वन विभाग इसे पक्का नहीं बनने दे रहा।

गढ़वाल-कुमाऊं को उत्तराखंड की सीमा के अंदर सीधे जोड़ने वाला यह एकमात्र मार्ग है। लेकिन, बीते बीस साल में किसी भी सरकार ने इसे पक्का करना जरूरी नहीं समझा। काम शुरू होता है तो तथाकथित पर्यावरणवादी एनजीओ कोर्ट जाकर अड़ंगा लगा देते हैं। पता नहीं कैसी सरकारें हैं, जिनके लिए इन्सान कोई अहमियत ही नहीं रखता। खैर! इस मार्ग से जुडे़ किस्से इसके इतिहास के साथ किसी दिन फुर्सत में सुनाऊंगा। फिलहाल तो यह सफर महत्वपूर्ण है, जो सवा दस बजे के आसपास कोटद्वार पहुंचने पर पूरा हुआ।

इसके बाद बाजार से घर पैदल पहुंचने में 15  मिनट लगे। वैसे यह भी एक नया अनुभव था। सच कहूं तो इन्हीं अनुभवों से जीवन में रंग भरता है। कुछ नया करने की प्रेरणा मिलती है और इस सबसे बढ़कर मिलती है संघर्ष करने की ताकत। इसलिए ऐसी प्रतिकूल परिस्थितियां भी मुझे आनंद ही प्रदान करती हैं। खैर! अभी रात काफी हो चुकी है, क्यों न अब आराम किया जाए। कल फिर चटपटे अनुभवों के साथ हाजिर होता हूं। तब तक के लिए नमस्कार !!

Returned home after four months

Exactly four months later, I got a chance to come home.  Last year he had returned home after nine months.  It is difficult to say how long such conditions will continue due to the Corona epidemic.  Due to this, most of the difficulties are faced by the disadvantaged people like me.  Can't even move anywhere when public transport is closed.  Just!  Keep waiting for the government order.  It hurts, but even if nothing can be done.  This happened to me both times.  Although I could come home from the tracker, but it is very important to maintain physical distance to avoid corona infection and this is not possible with the passengers packed in the tracker.  Therefore, till now the services of the Transport Corporation continued to look forward to start.

As usual today also I had left the room exactly five in the morning.  It took 20 minutes to reach Mandi Chowk and on reaching the auto was also available for ISBT.  Ten minutes later I was in ISBT.  The bus from Dehradun to Lansdowne reaches ISBT at 6.45 am from the workshop of the Transport Corporation and I had only 15 minutes.  So, I thought why not sit on the bench nearby and take rest for so long.  Some other people who came to Kotdwar were also sitting on the benches nearby.  But, what's this?  It just didn't come.  Whereas, shortly after the Kotdwar-Lansdowne bus, the Kotdwar-Dhumakot bus also reaches the stand.

While waiting, it was twenty minutes past six.  On the other hand, the bus to Haridwar was also about to leave in a few minutes.  Now it was not wise to sit at the station waiting for the bus to Lansdowne.  So, I also boarded the bus to Haridwar.  Thought, bus-trackers are easily available for Kotdwar near Chandighat bridge, so I will reach home on time.  Incidentally, on reaching Chandipul, I got a bus from GMOULI (Garhwal Motor Honors Union Ltd.).  But, when I looked inside the bus, the passengers were packed.  However, the conductor was saying "Bhaiji! Come on, I will adjust."

I knew how he would adjust.  The humidity was getting worse from above.  In such a situation, it seemed appropriate to me that some other vehicle should be found and I started from there.  At the most, it would have happened that Kotdwar would reach late.  But then, at a distance of a few meters, I heard the call of "Kotdwar-Kotdwar".  Going there and asking, the taxi driver who called, said, "Brother, sit down, just need one more ride."  I knew that in less than twelve rides, this taxi would have been able to start, but at the moment there was no other option than this.

While sitting in the taxi, I asked the driver, "Where should I put the bag", then told him to keep it on the roof.  The weather had worsened and it had started to rain.  In such a situation, the driver understood my sentiment and said, "You sit down, I am covering the luggage with a plastic seat."  It took 20-25 minutes for the last ride to arrive and then the taxi started.  But, as if the Muhurta was bad today, after walking some distance, I saw that there was a jam ahead.  Half an hour wasted in crossing this jam.  Meanwhile, Gandikhatta arrived.  From there the driver put the taxi on the Laldhang-Chillarkhal route.

When the passengers asked the driver the reason for changing the route, he said, "There is a problem with the Najibabad route. Checking of tourists is going on at the Uttar Pradesh border with Kotdwar whether they have done RT-PCR test within 72 hours or not.  They are being allowed to enter the Kotdwar border only after showing a negative test report. This has blocked the border."  I also thought, let's enjoy the new route, it has not even been known for two years.  This road passes through the middle of the forest beyond Laldhang, so the forest department is not allowing it to be paved.

This is the only road connecting Garhwal-Kumaon directly within the Uttarakhand border.  But, in the last twenty years, no government has considered it necessary to ensure this.  When the work starts, so called environmentalist NGOs go to court and create hurdles.  I don't know what kind of governments are there, for which human beings don't care.  So!  I will tell tales related to this route along with its history someday in my spare time.  For the time being, this journey is important, which was completed on reaching Kotdwar around 10.15 o'clock.

After this it took 15  minutes to reach home on foot from the market.  It was a new experience though.  To be honest, these experiences fill color in life.  There is inspiration to do something new and above all, one gets the strength to struggle.  That's why even such unfavorable situations give me joy.  So!  It's enough night now, why not take a rest now.  Tomorrow I will come again with some bittersweet experiences.  Goodbye until then !!
